This was the first of a number of seminars dealing with one of the most complex of the new challenges in the 21st century, which call for the participation of a broad range of experts. Eminent economists, decision-makers, defence specialists, political analysts and sociologists presented their views and participated in the debates. In the wake of the dramatic event of 11 September 2001, the Afghanistan war and the resurgence of terrorist acts on all the continents, a host of issues were reconsidered and the role of science and technology was reassessed. In October 2005, UNESCO Member States adopted by acclamation the Universal Declaration on Bioethics and Human Rights. For the first time in the history of bioethics, some 190 countries committed themselves and the international community to respect and apply fundamental ethical principles related to medicine, the life sciences and associated technologies. Innovative financing mechanisms are necessary to make this happen. 'Innovative Financing for Development' is the first book on this subject that uses a market-based approach. It compiles pioneering methods of raising development finance including securitization of future flow receivables, diaspora bonds, and GDP-indexed bonds. It also highlights the role of shadow sovereign ratings in facilitating access to international capital markets.
