The Changing Policy-Making Process in Greater China by Bennis Wai Yip So,Yuang-kuang Kao Pdf

This book explores how the policy-making process is changing in the very volatile conditions of present day mainland China, Taiwan and Hong Kong. It considers the overall background conditions – the need to rebalance in mainland China after years of hectic economic growth; governance transition and democratic consolidation in Taiwan; and governance crisis in Hong Kong under a regime of uncertain legitimacy. It examines the various actors in the policy-making process – the civic engagement of ordinary people and the roles of legislators, mass media and bureaucracy – and discusses how these actors interact in a range of different policy cases. Throughout the book contrasts the different approaches in the three different jurisdictions, and assesses how the policy-making process is changing and how it is likely to change further.

Public Administration in Hong Kong by Wei Li Pdf

"This book looks at the relationship between politicians and bureaucrats in policy making and the factors that account for variation in such relationships by looking at regime change and governance reform. It uses Hong Kong as a case study to illustrate the impact of these changes. The book examines the political-administrative dynamics of the reform of an executive-led policy advisory system in a hybrid regime nested in an authoritarian political system. It identifies three strategies that political executives use to counter civil servants' contestations against political control in complex and changing social-economic contexts. The book demonstrates that political-administrative dichotomy can be adapted to transcend internal-external government boundaries, and captures the political-technical dimensions of policy advice content. It concludes that bureaucrats no longer dominate policymaking under the new governance arrangement. The findings of the book will be useful for public administration reformers to acquire knowledge of the actors, processes and structure of policy processes and policy advisory systems that span multiple levels of jurisdictions (beyond Hong Kong), so that they may design reforms and foresee their impacts"--

Social Development and Political Change in Hong Kong by Zhaojia Liu Pdf

The British rule in Hong Kong ended in 1997 and it is now both timely and intellectually inspiring to look back at the last twenty-five years of the British rule, when Hong Kong was transformed from a low-cost manufacturing base into one of Asia's most vibrant international service centers. The underlying social and political tensions of the society during this period of change constitute the focus of this present monograph, which is a collection of articles written by well known scholars and academics in Hong Kong. What have been the moral values and motivating forces of the Chinese population during this period of economic growth? How was the population organized and how were political parties formed to air their old grievances and newly found legitimate claims? How did the Hong Kong British government cope with such social forces and conflicts both in the urban areas and among the rural communities? What have been the identities and allegiances of the local populace in view of the Chinese recovery of the city? The authors, who witnessed these events and some even participated in the process, try to answer these and many other questions with convincing eloquence and insights with the help of decade-long surveys and statistical analyses.

The First Tung Chee-hwa Administration by Zhaojia Liu,Siu-kai Lau Pdf

This book is a study of the administration of Hong Kong's government under the leadership of Tung Chee-hwa during a time when Hong Kong was changing politically and economically. The contributors address the following questions: To what extent are government policies consistent with those of colonial rule? What does "one country two systems" mean, and to what extent has the Tung regime been successful in safeguarding this principle? How responsible are external economic forces for the apparent deterioration of the Hong Kong economy? Who are affected most by the restructuring of the economy, and what are some of the long-term implications for Hong Kong as an important world financial center? How do people in general perceive these changes? What are some of the most effective economic and social policy measures that the Tung government has initiated? Finally, how successful has the Chief Executive been during his five years in office?

Hong Kong's Governance Under Chinese Sovereignty by Brian C. H. Fong Pdf

As a hybrid regime, Hong Kong has been governed by a state-business alliance since the colonial era. However, since the handover in 1997, the transformation of Hong Kong’s political and socio-economic environment has eroded the conditions that supported a viable state-business alliance. This state-business alliance, which was once a solution for Hong Kong’s governance, has now become a political burden, rather than a political asset, to the post-colonial Hong Kong state. This book presents a critical re-examination of the post-1997 governance crisis in Hong Kong under the Tung Chee-hwa and Donald Tsang administrations. It shows that the state-business alliance has failed to function as an organizational machinery for supporting the post-colonial state, and has also served to generate new governance problems. Drawing upon contemporary theories on hybrid regimes and state capacity, this book looks beyond the existing opposition-centered explanations of Hong Kong’s governance crisis. By establishing the causal relationship between the failure of the state-business alliance and the governance crisis facing the post-colonial state, Brian C. H. Fong broadens our understanding of the governance problems and political confrontations in post-colonial Hong Kong. In turn, he posits that although the state-business alliance worked effectively for the colonial state in the past, it is now a major problem for the post-colonial state, and suggests that Hong Kong needs a realignment of a new governing coalition. Hong Kong’s Governance under Chinese Sovereignty will enrich and broaden the existing literature on Hong Kong’s public governance whilst casting new light on the territory’s political developments. As such, it will be welcomed by students and scholars interested in Chinese politics, Hong Kong politics, and governance.
