An Enquiry Concerning the Principles of Morals (EPM) is a book by Scottish enlightenment philosopher David Hume. In it, Hume argues (among other things) that the foundations of morals lie with sentiment, not reason. An Enquiry Concerning the Principles of Morals is the enquiry subsequent to the Enquiry Concerning Human Understanding (EHU). Thus, it is often referred to as "the second Enquiry". It was originally published in 1751, three years after the first Enquiry. Hume first discusses ethics in A Treatise of Human Nature (in Book 3 - "Of Morals"). He later extracted and expounded upon the ideas he proposed there in his second Enquiry. In his short autobiographical work, My Own Life (1776), Hume states that his second Enquiry is "of all my writings, historical, philosophical, or literary, incomparably the best."

Most of these thinkers insisted that passions lead us to pursue harmful objects unless regulated by reason; and most regarded passions as representations of good and evil, which can be false. Understanding Hume's response to these claims requires appreciating his respective characterizations of reason and passion. The author argues that Hume's thesis that reason is practically impotent apart from passion is about beliefs generated by reason, rather than about the capacity of reason. Furthermore, the argument makes sense of Hume's sometimes-ridiculed description of passions as "original existences" having no reference to objects. "I cannot forbear." he says in the last section of the fourth part of Book I., "having a curiosity to be acquainted with the principles of moral good and evil, the nature and foundation of government, and the cause of those several passions and inclinations which actuate and govern me." The discussion of logical and metaphysical principles in the first book is intended as an introduction to the moral and political subjects of the second and third. Yet the connection between Books II. and III. and Book I. is not strict. Hume's morals do not depend on his metaphysics; rather the purpose of his metaphysical discussions is to show that reason is impotent both in science and in conduct, and therefore has no bearing at all on moral inquiries.
