A comprehensive historical, geographic, and thematic analysis of the multidimensional and dynamic migration experience of Ethiopians within and beyond Africa. Ethiopia is one of the largest African sources of transnational migrants, with an estimated two to three million Ethiopians living outside of the home country. This edited collection provides a critical examination of the temporal, spatial, and thematic dimensions of Ethiopian migration, mapping out its scale, scope, and destinations. The thirteen essays here (plus an introduction and conclusion by the volume's editors) offer a discussion of the state of knowledge and current debates on the diaspora and suggest alternative frameworks for interrogating and understanding the Ethiopian migration and diasporic experiences. Key time periods and literatures are identified to study Ethiopian transnational migration, moving from a survey of patterns in pre-twentieth century Ethiopia and on to changing trajectories in the imperial period and under succeeding postrevolutionary regimes. Geographically, the contour of the Ethiopian diaspora is outlined, identifying key destinations and patterns of return. In particular, the volume seeks to correct the traditional tendency to conflate the Ethiopian diaspora with North America and Europe by including areas that have long been marginalized, such as inter-Africa, Asia, and the Middle East. Combating Fiscal Fraud and Empowering Regulators analyzes the impact of new international tax regulations on the scope and scale of tax evasion, tax avoidance, and money laundering. These are analyzed through an ecosystem framework in which, similar to a natural ecosystem, new tax regulations appear as heavy shocks to the tax ecosystem, to which the 'species' such as countries, corporations, and tax experts will react by looking for new loopholes and niches of survival. By analyzing the impact of tax reforms from different perspectives--a legal, political science, accounting, and economic one--one may derive an assessment of the reforms and policy recommendations for an improved international tax system. The ultimate goal is to combat fiscal fraud and empower regulators, in that line, this volume is intended for a broad audience that seeks to know more about the latest state of the art in the realm of taxation from a multidisciplinary perspective. The money involved amounts to billions in unpaid taxes that could be better used for stopping hunger, guaranteeing education, and safeguarding biodiversity, hence making this world a better one. The Mode 4 commitments of WTO Members are narrow and shallow. Even though trade negotiations for enhanced Mode 4 access started well before the launch of the DDA- prospects for success are thin. These negotiations followed a traditional mercantilist approach- with limited attention to the underlying difficulties countries face in letting people into their borders, either generally, or on the basis of a WTO GATS commitment. This Book argues that this approach alone will not succeed. It proposes a focus not on trading market access concessions only, but on discussions aimed at understanding each other's regulatory approaches. To date, in terms of the literature available, we know very little about how WTO Members are managing their Mode 4 commitments. We know even less about how the WTO could learn from clearly more advanced steps in regional liberalization processes. Why is death bad for us, even on the assumption that it involves the absence of experience? Is it worse for us than prenatal nonexistence? Kamm begins by considering these questions, critically examining some answers other philosophers have given. She explores in detail suggestions based on our greater concern over the loss of future versus past goods and those based on the insult to persons which death involves. In the second part, Kamm deals with the question, "Whom should we save from death if we cannot save everyone?" She considers whether and when the numbers of lives we can save matter in our choice, and whether the extra good we achieve if we save some lives rather than others should play a role in deciding whom to save. Issues such as fairness, solidarity, the role of random decision procedures, and the relation between subjective and objective points of view are discussed, with an eye to properly incorporating these into a nonconsequentialist ethical theory. In conclusion, the book examines specifically what differences between persons are relevant to the distribution of any scarce resource, discussing for example, the distribution (and acquisition) of bodily organs for transplantation. Kamm provides criticism of some current procedures for distribution and acquisition of a scarce resource and makes suggestions for alternatives.
