Identity has become an explicit focus of International Relations theory in the past two to three decades, with one case attracting and puzzling many early identity scholars: Japan. These constructivist scholars typically ascribed Japan a ‘pacifist’ or ‘antimilitarist’ identity – an identity which they believed was constructed through the adherence to ‘peaceful norms’ and ‘antimilitarist culture’. Due to the alleged resilience of such adherences, little change in Japan’s identity and its international relations was predicted. However, in recent years, Japan’s foreign and security policies have begun to change, in spite of these seemingly stable norms and culture. This book seeks to address these changes through a pioneering engagement with recent developments in identity theory. In particular, most chapters theorize identity as a product of processes of differentiation. Through detailed case analysis, they argue that Japan’s identity is produced and reproduced, but also transformed, through the drawing of boundaries between ‘self’ and ‘other’. In particular, they stress the role of emotions and identity entrepreneurs as catalysts for identity change. With the current balance between resilience and change, contributors emphasize that more drastic foreign and security policy transformations might loom just beyond the horizon. India’s anticipated rise to prominence in what has been termed the ‘Asian 21st century’ will have a significant impact upon geopolitics in the coming decades. As India’s stature continues to increase across Asia and the world, appreciating which interests and principles structure the country’s international interaction has never been more important. Central to these dynamics is how India’s identity – and the longstanding values, principles and practices underpinning it – acts as the paramount factor that deeply structures the conduct of its international affairs. Acknowledging this centrality, this edited volume uses this factor as its foremost theme of analysis through which to understand and analyse India’s most important regional, great power and diplomatic interactions. Relations between the People’s Republic of China and Japan are still subject to abrupt and periodic diplomatic confrontations and subtle political antagonisms. This book explores the uses of the past in foreign policy-making. It outlines why and how political leaders refer to historical events in contemporary foreign policy discourses; the goals they hope to achieve; and the sometimes unintended foreign policy consequences of their (ab)use of historical memory. Furthermore, it looks at how political leaders shape domestic collective memories in pursuit of their international agendas, and highlight historical events leaders forget, reinterpret or obscure through selective narratives. The chapters explore a variety of theoretical concepts that shed light on how memory and foreign policy are linked in a complex and reciprocal way. The following mechanisms are discussed: the application of historical analogies; the construction of historical narratives; the creation of memory sites; the marginalisation and forgetting of the past; and the securitisation of historical memory. Through the use of a number of methodological approaches (such as discourse analysis, narrative analysis and content analysis of securitising moves) and a broad range of qualitative and quantitative data (newspaper articles, policy documents, commemorative speeches, interviews with policymakers and the observation of memory sites), the contributions highlight the interdependence of the international, national, regional and local dimensions of memory practices and history writing. Although they mostly focus on national case studies of foreign policy-making, they also reveal how representations of historical events evolve through interaction between political actors at the international level of analysis.
