The Economic and Fiscal Consequences of Immigration finds that the long-term impact of immigration on the wages and employment of native-born workers overall is very small, and that any negative impacts are most likely to be found for prior immigrants or native-born high school dropouts. First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Together, the first generation (foreign-born) and second generation (children of the foreign-born) comprise almost one in four Americans. It comes as little surprise, then, that many U.S. residents view immigration as a major policy issue facing the nation. Not only does immigration affect the environment in which everyone lives, learns, and works, but it also interacts with nearly every policy area of concern, from jobs and the economy, education, and health care, to federal, state, and local government budgets. The changing patterns of immigration and the evolving consequences for American society, institutions, and the economy continue to fuel public policy debate that plays out at the national, state, and local levels. The Economic and Fiscal Consequences of Immigration assesses the impact of dynamic immigration processes on economic and fiscal outcomes for the United States, a major destination of world population movements. Millions of people—nearly 3 percent of the world’s population—no longer live in the country where they were born. Every day, migrants enter not only the United States but also developed countries without much of a history of immigration. Some of these nations have switched in a short span of time from being the source of immigrants to being a destination for them. International migration is today a central subject of research in modern labor economics, which seeks to put into perspective and explain this historic demographic transformation. Immigration Economics synthesizes the theories, models, and econometric methods used to identify the causes and consequences of international labor flows. Economist George Borjas lays out with clarity and rigor a full spectrum of topics, including migrant worker selection and assimilation, the impact of immigration on labor markets and worker wages, and the economic benefits and losses that result from immigration. Two important themes emerge: First, immigration has distributional consequences: some people gain, but some people lose. Second, immigrants are rational economic agents who attempt to do the best they can with the resources they have, and the same holds true for native workers of the countries that receive migrants. In the midst of public debate over immigration reform, the U.S. Commission on Civil Rights voted to examine the possible effects of illegal immigration on particularly vulnerable segments of the U.S. working population, specifically low-skill black workers. Since the april 4, 2008, briefing, the severe economic downturn has affected workers in general, and –if unemployment rates are any indication – has had an even more severe impact on low-skill workers. To help air important aspects of the debate, the commission invited experts who have published and spoken on this issue to weigh the relative effects of factors that influence black low-skill workers’ wages, job gains or losses and report conclusions to the Commission. The speakers discussed factors that included the economic costs to this particular group, fiscal costs to taxpayers of social services for low-skill workers, competing skill levels of affected workers, the economic gains of the U.S. economy as a whole from flexible,low-cost labor and what constitutes a fair comparison between legal and illegal workers and their job opportunities. The Labor Market Performance of Immigrants in Germany by Robert C. M. Beyer Pdf
The paper uses a large survey (GSOEP) to analyze the labor market performance of immigrants in Germany. It finds that new immigrant workers earn on average 20 percent less than native workers with otherwise identical characteristics. The gap is smaller for immigrants from advanced countries, with good German language skills, and with a German degree, and larger for others. The gap declines gradually over time. Less success in obtaining jobs with higher occupational autonomy explains half of the wage gap. Immigrants are also initially less likely to participate in the labor market and more likely to be unemployed. While participation fully converges after 20 years, immigrants always remain more likely to be unemployed than the native labor force.

Growth in the number of less-educated immigrants reduced youth employment rates. Previous research had identified a modest negative relationship between immigration levels and adult labor market outcomes. Two factors are at work: there is greater overlap between the jobs that youth and less-educated adult immigrants do, and youth labor supply is more responsive to immigration-induced changes in their wage. Reduced employ. rates are not associated with higher earnings 10 years later in life. There is a possibility that an immigration-induced reduction in youth employment hinders youths' human capital accumulation.

A study of the labor market integration of highly skilled Soviet immigrants to Israel that formulates dynamic models of job search and human capital investment. After the collapse of the Soviet Union in 1989, Soviet Jews emigrated in large numbers to Israel. Over the next ten years, Israel absorbed approximately 900,000 immigrants from the former Soviet Union, an influx that equaled about twenty percent of the Israeli population. Most of these new immigrants of working age were college-educated and highly skilled. Once in Israel, they were eligible for a generous package of benefits, including housing subsidies, Hebrew language training, and vocational education. This episode provides a natural experiment for testing the consequences of a large immigration inflow of skilled workers. This book provides a detailed analysis of the gradual process of occupational upgrading of immigrants and the associated rise in their wages. Based on their analysis, the authors conclude that even a very large and unanticipated wave of immigration can be integrated within the local labor market without any significant long-term adverse economic effect on natives. The small effect on wages and employment of natives is explained by the capital inflows into Israel and the gradual entry of immigrants into high-skill jobs as they invest in local human capital. An important contribution of the book to the immigration literature is the formulation and estimation of stochastic dynamic models that combine job search with investment in human capital and the analysis of alternative government policies within this framework.

This paper reports on a study to develop a quantitative model for examining the effects of various factors on the potential employment opportunities for new immigrants in different occupations. The model provides a basis for deriving an index for each occupation on the basis of skills transferability to other occupations, barriers that affect entry into each occupation, earnings in each occupation, job prospects in each occupation, and the level of employment in each occupation. Results are provided showing the derived index for each occupation and examples are used to illustrate how the model works. The paper also suggests how the model could be useful for developing government policy and providing advice for new immigrants. The appendix includes a mathematical specification of the model, a matrix of skills transferability arranged by occupation, and a table showing formal occupational barriers.

[...] According to BC labour researcher David Fairey, "This is the first time that a specific group of employees, by virtue of membership in a union, have been excluded by the Act [ESA]."20 According to Fairey, this has several major implications, and two are particularly pertinent to this study: the provisions of a collective agreement may be below the minimum standards set out in the ESA; and, it enco [...] In fact, the survey, as analysed in the next section, shows that the changes to the ESA exacerbate the economic insecurity already experienced by recent immigrants and other vulnerable workers. [...] Several scholars have demonstrated that immigrants in Canada encounter racism in the labour market as well as in the workplace.26 As the goal of this study was to examine the changes to the ESA and its impacts upon immigrants' economic security, this issue was intentionally avoided in the survey.
