The effectiveness of UV disinfection at two Ontario drinking water facilities during sub-optimum water quality conditions was studied. The disinfection performance of a pilot-scale low pressure UV reactor, delivering a reduction equivalent dose of 60--90 mJ/cm2, was not negatively impacted by either pre- and post-filter water quality conditions experienced at the two treatment facilities. Enmeshment of coliforms within particles, resulting in reduced inactivation levels did occur in samples of raw water from one facility that were coagulated with alum and alum+polymer at turbidities>6 NTU and exposed to low UV dosages (& le;10 mJ/cm2). No evidence of coliform enmeshment was observed in tests that examined raw water coagulation with STERNPACRTM/activated silica/sand/LT27A. No conclusive evidence was observed that would relate changes in inactivation efficiency as a result of bacterial enmeshment to turbidity or particle count data.

Historically, reclaimed water systems met water quality and public health related standards at the end of the treatment facility prior to entering the distribution system. However, water quality within the reclaimed water distribution system can significantly change and affect end uses due to changes in levels of color, odor, and biofilm growth. Operations staff need guidance to help them optimize the reclaimed water quality in the distribution system throughout the year. The objectives of this project were to: characterize the nature and extent of water quality deterioration in reclaimed water distribution systems, including microbial fouling, regrowth, impact to the end user, and impact on reuse and other related regulations; identify pertinent water quality issues in relationship to degradation as it is conveyed to reuse customers; develop general guidance for use by reclaimed water utilities in identifying and assessing problems; and provide options for controlling regrowth including regulating detention time, flushing, and optimization of disinfectants. The final report includes a summary of state reclaimed water regulations and federal guidelines, and other related regulations. The research team put together a final report that provides general guidance for use by reclaimed water utilities in assessing and solving potential problems. Guidance for operation, monitoring, and maintenance of reclaimed water systems to improve quality for end users. Biofilm control methods such as pipeline flushing, shock chlorination, and intermittent use of chloramine disinfectant are discussed. The research also addresses methods for identifying microbially induced corrosion issues and methods to optimize operations through the use of monitoring and modeling activities. Disinfectant residual criteria for reclaimed water systems are presented to assist system operators.

Microbial quality may degrade in drinking water distribution systems despite maintaining a disinfectant residual. This study attempted to explain the survival of microorganisms in disinfected environments. Two major hypotheses were tested. First, organisms isolated from disinfected environments were studied to determine if they were inherently more resistant to further disinfection, compared to organisms which have never come into contact with disinfectants. It was found that antecedent growth conditions were more important for resistance to disinfectants than the environmental origin. Second, the impact of particulate matter on disinfection was investigated. It was hypothesized that particulate matter protected microorganisms from disinfection, and it was expected that enmeshment of organisms within particles would protect microorganisms from not only chemical, but also physical disinfectants. No conclusive evidence was found to suggest the particles used in these experiments had a significant impact on inactivation kinetics.
