Improving Situational Awareness for First Responders Via Mobile Computing by Bradley J. Betts Pdf

This project looks to improve first responder situational awareness using mobile computing techniques. The prototype system combines wireless communication, real-time location determination, digital imaging, and three-dimensional graphics. Responder locations are tracked in an outdoor environment via GPS and uploaded to a central server via GPRS or an 802.11 network. Responders can also wirelessly share digital images and text reports, both with other responders and with the incident commander. A pre-built three dimensional graphics model of the emergency scene is used to visualize responder and report locations. Responders have a choice of information end points, ranging from programmable cellular phones to tablet computers. The system also employs location-aware computing to make responders aware of particular hazards as they approach them. The prototype was developed in conjunction with the NASA Ames Disaster Assistance and Rescue Team and has undergone field testing during responder exercises at NASA Ames.

This volume presents the proceedings of ECSCW 2013, the 13th European Conference on Computer Supported Cooperative Work. Each conference offers an occasion to critically review our research field, which has been multidisciplinary and committed to high scientific standards, both theoretical and methodological, from its beginning. The papers this year focus on work and the enterprise as well as on the challenges of involving citizens, patients, etc. into collaborative settings. The papers embrace new theories, and discuss known ones. They contribute to the discussions on the blurring boundaries between home and work and on the ways we think about and study work. They introduce recent and emergent technologies, and study known social and collaborative technologies. With contributions from all over the world, the papers in interesting ways help focus on the European perspective in our community. The 15 papers selected for this conference deal with and reflect the lively debate currently ongoing in our field of research.

This edited book entertains a multitude of perspectives on crisis information management systems (CIMS)-based disaster response and recovery management. The use of information technology in disaster management has become the central means for collecting, vetting, and distributing information. It also serves as the backbone for coordination and collaboration between response and recovery units as well as resource management tool. This edited volume aims at covering the whole range of application and uses of CIMS in disaster response and recovery. It showcases coordination and collaboration mechanisms between government agencies, the involvement of non-governmental entities, lessons learned as well as lessons not learned, approaches to disaster resiliency in society, community engagement in disaster/catastrophe responses and recovery, and, particularly, the role of CIMS in response and recovery. Serving as a platform for showcasing recent academic discoveries as well as a knowledge source for practitioners, this volume will be of interest to researchers and practitioners interested in disaster response, public administration, emergency management, and information systems.

Emergent Collaboration Infrastructures by Christian Reuter Pdf

Using the domain of crisis management, Christian Reuter explores challenges and opportunities for technology design in emergent environments. He therefore empirically analyzes collaborative work in inter-organizational crisis – such as the police, fire departments, energy network operators and citizens – in order to identify collaboration practices that reveal work infrastructure limitations. He also designs, implements and evaluates novel concepts and ICT artifacts towards the support of emergent collaboration. Besides the discovery of potential organizational effects on the ability to deal with emergence he presents methodological implications for technology design.

Designing Delay-Tolerant Applications for Store-and-Forward Networks by Ed Birrane,Jason Soloff Pdf

This comprehensive resource explains how network application engineers benefit from store-and-forward protocols. It reviews the motivation and design of delay tolerant networks (DTNs) and presents a series of design patterns, with examples, for developing and deploying delay-tolerant applications. The rationale for delay-tolerant applications as an evolution of standard solutions to current terrestrial internet networking challenges is presented. Similarities between internet architectures and DTN features are described, along with an overview of the history of DTNs, the architecture defining modern DTNs, and the Bundle Protocol transport mechanism. The book identifies emerging, advanced networking concepts that require delay tolerance and presents network design patterns as a general way of reasoning about these concepts. Delay-tolerance is explained, and how it can be used to cache content in a network, perform open-loop autonomous control of nodes, annotate messages to reduce traffic needs, perform distributed error correction, implement in-network data fusion, and operationalize regional administration. The book discusses special considerations unique to DTNs that must be accommodated by delay-tolerant applications, examples of using these patterns, and a case study for their deployment.

Digital Development in Korea by Myung Oh,James F. Larson Pdf

Digital Development in Korea explores the central role of digital information and communication technology in South Korea. Analyzing the role of ICT in green growth and sustainability, this new edition also demonstrates how concerns over public safety and the Olympic Games are shaping next generation digital networks. Presenting a network-centric perspective to contextualize digital development politically, economically and socially, as well as in relation to globalization, urbanization and sustainability, this book builds on fi rsthand experience to explain the formulation and implementation of key policy decisions. It describes the revolutionary changes of the 1980s, including privatization and color television and the thorough restructuring that created a telecommunications sector. It then goes on to explore the roles of government leadership, international development and education in affecting the diffusion of broadband mobile communication, before weighing up the positive and negative aspects of Korea’s vibrant new digital media. Seeking to identify aspects of the Korean experience from which developing countries around the world could benefi t, this book will be of interest to students, scholars and policymakers interested in communications technologies, Korean studies and developmental studies.

This book provides a timely and comprehensive overview of the introduction of LTE technology for PPDR communications. It describes the operational scenarios and emerging multimedia and data-centric applications in demand and discusses the main techno-economic drivers that are believed to be pivotal for an efficient and cost-effective delivery of mobile broadband PPDR communications. The capabilities and features of the LTE standard for improved support of mission-critical communications (e.g., proximity services, group communications) are covered in detail. Also, different network implementation options to deliver mobile broadband PPDR communications services over dedicated or commercial LTE-based networks are discussed, including the applicability of the Mobile Virtual Network Operator (MVNO) model and other hybrid models. Radio spectrum matters are also discussed in depth, outlining spectrum needs and providing an outlook into allocated and candidate spectrum bands for PPDR communications and suitable dynamic spectrum sharing solutions in PPDR communications. Explanations are accompanied by a vast collection of references that allow the more intrigued reader to gain further insight into the addressed topics.
