During the Second World War just under two thousand British citizens were detained without charge, trial, or term set, under Regulation 18B of the wartime Defence Regulations. Most of these detentions took place in the summer of 1940, soon after Winston Churchill became Prime Minister, when belief in the existence of a dangerous Fifth Column was widespread. Churchill, at first an enthusiast for vigorous use of the power of executive detention, later came to lament the use of a power which was, in his words, 'in the highest degree odious', but although many detainees were fairly soon released a considerable number remained in custody for prolonged periods, some for the entire duration of the war. This book provides the first comprehensive study of Regulation 18B (and its precursor in the first world war, Regulation 14B). Based on extensive use of primary sources it describes the complex history of wartime executive detention: the purposes which it served, the administrative procedures and safeguards employed, the conflicts between the Home Office and the Security Service which surrounded its use, the part played by individuals, by Parliament, and by the courts in restraining abuse of executive power, and the effect of detention upon the lives of the individuals concerned, very few of whom constituted any threat to national security. Much of what was done was kept secret at the time, and even today the authorities continue to refuse access to many papers which have escaped deliberate destruction. This study is the first to attempt to penetrate the veil of secrecy and tell the story of the gravest invasion of civil liberty to have occurred in Britain this century.

He does it with tact and success, based on his long experience as freedom fighter, as senior public servant, as Ambassador and his rich experience of Africa. Each country in Africa must be able to determine its own future. Freedom, responsibility, control over its destiny, and solidarity, are the key ideas of the new vision for international cooperation that will help ensure the sustainability of the development process. The urgent need to create a democratic government resonates throughout the book. Good governance, respect for human rights, principles of democracy, and rule of law are essential universal values underpinning it. Andebrhan is one of those men, visionaries, and open to dialogue, reform and change. Eritrea at a Crossroads is key to understanding the challenges facing Eritrea and Africa. In the post-September 11th era, liberal democracies face the question of whether, and if so to what extent, they should change the relationship between liberty and security. This book explores how three major liberal democratic states - the United States, the United Kingdom and Germany - have approached this challenge by analysing the human rights impacts of their anti-terrorism laws and practices. The analysis reveals that the most far-reaching restrictions of liberty have been imposed on minorities: foreign nationals and certain 'racial', ethnic and religious groups. This Disparate treatment raises complex issues concerning the human right to non-discrimination. Differential treatment on the basis of nationality, national origin, 'race' or religion is only compatible with the right to non-discrimination if there are objective and reasonable grounds for it. The author evaluates contemporary anti-terrorism efforts for their compliance with this requirement. Is there, in the context of the current 'war on terror', sufficient justification for applying powers of preventive detention or trial by special tribunal only to foreign nationals? Are law enforcement methods or immigration policies that single out people for special scrutiny based on their national origin, or their ethnic or religious appearance, a suitable and proportionate means of countering terrorism? The concluding part of the book argues that, in the long term, discriminatory anti-terrorism measures will have impacts beyond their original scope and fundamentally reshape ordinary legal regimes and law enforcement methods.
Patriotism Perverted is an exploration of British anti-Semitism in the last six months of peace and the first year of the Second World War. It shows how, against the backdrop of an endemic British 'social anti-Semitism', a virulent form of this tendency was able to emerge in the late Thirties in a variety of extremist movements. These movements gained their strength from the popular obsessions, in 1939, with Jewish responsibility for the approaching war (seen as 'The War of the Jews' Revenge'), and with the myth of the Judaeo-Bolshevik Plot. In many cases, these views were closely related with pro-Nazism and were often held by the most patriotic of people. For most, the outbreak of war was a signal to perform their patriotic duty. But there were others who found themselves in a considerable dilemma, torn between patriotism and their desire to subvert a war they believed Britain to have been tricked into undertaking. Researching many prominent figures of the day, including Captain Ramsay and Sir Oswald Mosley, Patriotism Perverted offers a fascinating insight into the views and activities of those in the various anti-Semitic and/or pro-Nazi circles in 1939.

This is a history of the secret activities of the British government in response to threats to the nation's well-being and stability during the twentieth century. It is based on intensive and widespread research in private and public archives and on documents many of which have only recently come to light or been made available. The dangers perceived by the state have been manifold and various, coming from within and from abroad. Anarchists, fascists, socialists, communists, the IRA, trades-unionists and animal activists as well as spies, terrorists and saboteurs have been the subject of undercover investigation, along with almost every large-scale movement from suffragettes to campaigners for peace and nuclear disarmament. The author describes the methods and people employed, and the mixed nature of their results. The British state has always seen itself as civil and liberal, but as Dr Thurlow shows it has sometimes been far from open. The government has had many weapons at its disposal, from public order acts, censorship, internment and proscription on the one hand, to covert operations, infiltration and manipulation on the other. Yet when examined in the light of new evidence, the activities of the state are fully comprehensible only in terms of those who comprised it. The author shows the tensions among the departments (between MI5, MI6, SIS and the Special Branch, for example), and the crucial part played by individuals whose motives were often far from what the government supposed them to be. This is an at times disturbing, at others almost comical, but always fascinating account. It throws light on the inmost workings of the state, as well as on the movements and people subject to investigation and action.
