Climate change, driven by increases in human-produced greenhouse gases and particles (collectively referred to as GHGs), is the most serious environmental issue facing society. The need to reduce GHGs has become urgent as heat waves, heavy rain events, and other impacts of climate change have become more frequent and severe. Since the Paris Agreement was adopted in 2015, more than 136 countries, accounting for about 80% of total global GHG emissions, have committed to achieving net-zero emissions by 2050. A growing number of cities, regional governments, and industries have also made pledges to reduce emissions. Providing decision makers with useful, accurate, and trusted GHG emissions information is a crucial part of this effort. This report examines existing and emerging approaches used to generate and evaluate GHG emissions information at global to local scales. The report develops a framework for evaluating GHG emissions information to support and guide policy makers about its use in decision making. The framework identifies six criteria or pillars that can be used to evaluate and improve GHG emissions information: usability and timeliness, information transparency, evaluation and validation, completeness, inclusivity, and communication. The report recommends creating a coordinated repository or clearinghouse to operationalize the six pillars, for example, by providing timely, transparent, traceable information; standardized data formats; and governance mechanisms that are coordinated, trusted, and inclusive of the global community.

As the rate at which climate change is increasing in making an impact to the planet, the need to develop and deploy technologies to reduce greenhouse gas (GHG) emissions becomes increasingly necessary. The United Nations' Sustainable Development Goal 13 (SDG 13) of reducing the effects of climate change would require ambitious actions and implementation towards achieving it. Negative emissions technologies (NETs) will contribute to this goal by reducing GHG concentrations in the atmosphere. Options for NETs are available for integration into energy and climate change policies. Barriers for large-scale implementation are present in each of these technologies; risks are present when it comes to integrating them into climate change mitigation strategies. In this paper, a novel multi-criteria decision analysis (MCDA) tool is developed for ranking and evaluating NETs under different risk levels. The tool is based on integrating the concept of neutrosophic sets into data envelopment analysis, or neutrosophic data envelopment analysis (NDEA) to examine the consequential effect of inefficiencies and uncertainties in the characteristics of different NETs. This considers a decoupled approach to the inherent efficiency, inefficiency, and uncertainty of each technology. A case study is presented to illustrate this tool. Results show the advantages of different NETs under different levels of expert's risk attitude and perception, i.e. tolerance factors. Soil carbon sequestration technology is efficient at tolerance levels from 60 % to 100 % as presented in the results. This can be an effective tool to select which technologies is appropriate in different scenarios.

Instituting policies to manage or reduce GHGs would likely impact different states differently. Understanding these differences may provide for a more informed debate regarding potential policy approaches. However, multiple factors play a role in determining impacts, including alternative design elements of a GHG emissions reduction program, the availability and relative cost of mitigation options, and the regulated entities' abilities to pass compliance costs on to consumers. Three primary variables drive a state's human-related greenhouse gas (GHG) emission levels: population, per capita income, and the GHG emissions intensity. GHG emissions intensity is a performance measure. In this book, GHG intensity is a measure of GHG emissions from sources within a state compared with a state's economic output (gross state product, GSP). The GHG emissions intensity driver stands apart as the main target for climate change mitigation policy, because public policy generally considers population and income growth to be socially positive. The intensity of carbon dioxide (CO2) emissions largely determines overall GHG intensity, because CO2 emissions account for 85% of the GHG emissions in the United States. As 98% of U.S. CO2 emissions are energy-related, the primary factors that shape CO2 emissions intensity are a state's energy intensity and the carbon content of its energy use. Energy intensity measures the amount of energy a state uses to generate its overall economic output (measured by its GSP). Several underlying factors may impact a state's energy intensity: a state's economic structure, personal transportation use in a state (measured in vehicle miles travelled per person), and public policies regarding energy efficiency. The carbon content of energy use in a state is determined by a state's portfolio of energy sources. States that utilise a high percentage of coal, for example, will have a relatively high carbon content of energy use, compared to states with a lower dependence on coal. An additional factor is whether a state is a net exporter or importer of electricity, because CO2 emissions are attributed to electricity-producing states, but the electricity is used (and counted) in the consuming state. Between 1990 and 2000, the United States reduced its GHG intensity by 1.6% annually. Assuming that population and per capita income continue to grow as expected, the United States would need to reduce its GHG intensity at the rate of 3% per year in order to halt the annual growth in GHG emissions. Therefore, achieving reductions (or negative growth) in GHG emissions would necessitate further declines in GHG intensity.
