It is often assumed that the impact and implementation of ICTs (Information and Communication Technologies) will or should be the same in all situations with little regard to the particular social or cultural context. Drawing on experience and research in different societies (Europe, Latin America, etc.), this book explains the nature of organizational diversity in which ICT innovation takes place, and also develops a conceptual approach to account for it. The book draws from institutionalist concepts of organizations, the sociology of technology, current debates on globalization, and critiques of the rationality of modernity. The theoretical perspective is supported empirically by four international case studies. The author shows how the processes of ICT innovation and organizational change reflect local aspirations, concerns, and action, as well as the multiple institutional influences of globalization.

Three years have passed since the second edition of this book was published. The field of IT outsourcing continues to grow in practice as well as in academia and draws further attention in both domains. This book represents the compilation of papers presented at the IFIP Working Group 8. 2 conference entitled “Information Technology in the Service Economy: Challenges st and Possibilities for the 21 Century. ” The conference took place at Ryerson University, Toronto, Canada, on August 10 13, 2008. Par ticipation in the conference spanned the continents from Asia to Europe with paper submissions global in focus as well. Conference submissions included complete d research papers and research in progress reports. Papers submitted to the conference went through a double blind review process in which the program co chairs, an associate editor, and reviewers provided assessments and recommendations. The editor ial efforts of the associate editors and reviewers in this process were outstanding. To foster high quality research publications in this field of study, authors of accepted pape rs were then invited to revise and resubmit their work. Through this rigorous review and revision process, 12 completed research papers and 11 research in progress reports were accepted for presentation and publica tion. Paper workshop sessions were also esta blished to provide authors of emergent work an opportunity to receive feedback fromthe IF IP 8. 2 community. Abstracts of these new projects are included in this volume. Four panels were presented at the conference to provide discussion forums for the varied aspect s of IT, service, and globalization. The serious difficulties facing the developer of international information systems (i.e. supporting business functions in different countries) are widely known and their propensity to catastrophic failure has been acknowledged among practitioners for quite some time. Despite the often pivotal importance that such systems generally have scholarly research in this field has been surprisingly sparse. Information technology applications with a global range and reach are still largely unstudied and under-explored. Subsequently there is a distinct dearth of theoretical frameworks for dealing with them. After a career in information technology line management I have been involved with multinational enterprises and their information systems for over a decade as a consultant, working in Africa, the UK, continental Europe, North America and Australasia. It was on joining a university in the early nineties that I discovered the near-vacuum in this field of research. When I decided to make international information systems my field of research it became clear that fairly fundamental work needed to be done. I started the project described further on more than 10 years ago. It turned out a fairly difficult, necessarily broad based and, eventually, longitudinal research.
