International Food Assistance: Key Issues for Congressional Oversight by Jacquelyn L. Williams-Bridgers Pdf

The number of individuals experiencing hunger has grown to more than 1 billion worldwide in 2009, due to the global economic crisis. International food assistance includes both emergency food aid and long-term food security programs. Due to rising food prices, increasing conflicts, poverty, and natural disasters, in 2007, a record 47 countries -- 27 in Africa -- faced food crises requiring emergency assistance. To address these emergencies, countries provide food aid as part of a humanitarian response to address acute hunger through either in-kind donations of food or cash donations. This report: updates U.S. agencies' responses to previous international food assistance recommendations; and identifies potential oversight questions for Congress. Illustrations.

In passing the Food for Peace Act in 2008, Congress authorized up to $22 million annually for fiscal years 2009 to 2012 to the U.S. Agency for International Development (USAID) to improve, monitor, and evaluate the effectiveness and efficiency of nonemergency food aid programs. Congress also required USAID to report on its oversight of these programs and the Comptroller General to review and report to Congress on USAID's report. Through analysis of agency documents; interviews with agency officials, experts, and partners; and visits to Bangladesh and Haiti, this mandated report reviews (1) USAID's plans and actions to improve its monitoring and evaluation of nonemergency food aid programs and (2) the extent to which USAID has integrated its monitoring and evaluation of nonemergency food aid with program management.

U. S. International Food Aid Programs by Douglas Bennett Pdf

For almost six decades, the United States has played a leading role in global efforts to alleviate hunger and malnutrition and to enhance world food security through international food aid assistance--primarily through either the donation or sale on concessional terms of U.S. agricultural commodities. Objectives of U.S. foreign food aid include providing emergency and humanitarian assistance in response to natural or manmade disasters and promoting agricultural development and food security. This book includes a description of U.S. international food aid programs under current law; several important policy issues related to U.S. international food aid; and describes Administration and congressional proposals intended to change the nature of U.S. food international aid. This book also reviews the U.S. Agency for International Development's (USAID) processes for awarding and modifying cash-based food assistance projects and assesses the extent to which USAID and its implementing partners have implemented financial controls to help ensure appropriate oversight of such projects.

International Food Assistance by Thomas Melito Pdf

For more than 50 years, the U.S. -- which accounts for half of global food aid supplies -- has played an important role in alleviating malnutrition and hunger, esp. during emergencies. In FY 2010, the U.S. spent $1.5 billion on emergency food aid that reached 46.5 million beneficiaries. To preserve the nutritional value of food aid, quality controls are in place throughout the supply chain. This report assessed U.S. efforts to: (1) meet the nutritional needs of intended recipients; and (2) maintain the quality of commodities throughout the food aid supply chain. The auditor interviewed agency officials and their implementing partners, and conducted fieldwork in the U.S. and four countries in Africa. Charts and tables. This is a print on demand report.

Internat. Food Assist by Thomas Melito Pdf

Since the Food Security Act of 1985, Congress has authorized monetization -- the sale of U.S. food aid commodities in developing countries to fund development. In FY 2010, more than $300 million was used to procure and ship 540,000 metric tons of commodities to be monetized by the U.S. Agency for International Development and the U.S. Department of Agriculture. Through analysis of agency data, interviews with agency officials, and fieldwork in three countries, this report: (1) assesses the extent to which monetization proceeds cover commodity and other associated costs; and (2) examines the extent to which U.S. agencies meet requirements to ensure that monetization does not cause adverse market impacts. Global Food Security by Thomas Melito Pdf

Global hunger continues to worsen despite world leaders¿ 1996 pledge ¿ reaffirmed in 2000 and 2009 ¿ to halve hunger by 2015. To reverse this trend, in 2009 major donor countries pledged $22 billion in a 3-year commitment to agriculture and food security in developing countries, of which $3.5 billion is the U.S. share. Through analysis of agency documents, interviews with agency officials and their development partners, and fieldwork in five recipient countries, this report examined: (1) the types and funding of food security programs and activities of relevant U.S. gov¿t. agencies; and (2) progress in developing an integrated U.S. governmentwide strategy to address global food insecurity as well as potential vulnerabilities of that strategy. Tied Aid and Development Aid Procurement in the Framework of EU and WTO Law by Annamaria La Chimia Pdf

This book is the first legal treatment of tied aid and examines in detail the compatibility of tied aid with EU and WTO law. The workings of the aid projects and aid procurement systems of donor countries granting bilateral aid are fully examined through case studies from the UK, Italy, the EU and the US. Tied aid refers to aid granted to developing countries on condition that goods and services for the aid-financed projects are purchased from the donor country only. The recipient country, in order to receive the grant or the loan, has no other choice but to fulfil the condition imposed by the donor. Economists have shown that tying aid undermines the effectiveness of aid. It leads to higher costs paid for the goods and services purchased and the distortion of the nature of the aid. Further, tying frustrates the potential of aid to foster trade between developing countries - in many of these countries public bodies and, in particular, aid-financed projects are major potential outlets for trade between neighbouring states. The importance of tied aid has been pointed out in economic literature but there is surprisingly little written on the legal aspects of tied aid practices and this book seeks to fill this major gap in the literature. The book is of interest to academics in the field of EU and WTO law, NGOs and practitioners working both in the field of public procurement and development policies.
