International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing by Food and Agriculture Organization of the United Nations. Committee on Fisheries Pdf

The IOPA-IUU is a voluntary instrument that applies to all States and entities and to all fishers. Following the IPOA's introduction, the nature and scope of IUU fishing is addressed. This is followed by the IPOA's objective and principles and the implementation of measures to prevent, deter and eliminate IUU fishing. These measures focus on all State responsibilities, flag State responsibilities, coastal State measures, port State measures, internationally agreed market-related measures, research and regional fisheries management organizations. Special requirements of developing countries are then considered, followed by reporting requirements and the role of FAO.

These guidelines are addressed to decision-makers and policy-makers associated with the management of fisheries, but they should also be of interest to fishing industries and other parties. This Plan of Action is consistent with the FAO Code of Conduct for Responsible Fisheries, as well as with the 1993 Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas, the 1995 Agreement for the Implementation of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks and other applicable rules of international law. The guidelines are intended to provide general advice and a framework for development and implementation of national plans of action.

Model Plan for a Pacific Island Country by Colin Brown,Food and Agriculture Organization of the United Nations Pdf

Illegal, unreported and unregulated (IUU) fishing is increasing in world fisheries and is proving to be a major obstacle in the achievement of long term sustainability and enhanced responsibility in fisheries. The model national plan of action to prevent, deter and eliminate illegal, unreported and unregulated fishing outlined in this document seeks to facilitate the wider implementation of the 2001 FAO International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU) in the Pacific Islands region. Action towards this end is consistent with the large number of calls that have been made in international fora for states, industry and other stakeholders to take steps to implement the IPOA-IUU.

Report of the Technical Consultation to Review Progress and Promote the Full Implementation of the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing and the International Plan of Action for the Management of Fishing Capacity by Anonim Pdf

The Technical Consultation made major recommendations on how to strengthen international cooperation on managing fishing capacity and combating IUU fishing. It also asked FAO to undertake a series of actions to facilitate effective and full implementation of these two IPOAs. Noting in particular and ongoing build-up of capacity in tuna fisheries in the western and central Pacific Ocean, the Technical Consultation suggested that governments in the region should lend priority attention to addressing the situation, including halting introductions of additional large-scale fishing vessels.

This document complements previous technical guidance documents on planning and executing illegal, unreported and unregulated (IUU) fishing estimation studies by providing a catalogue of 26 estimation methodologies from published studies. These methodologies encompass a wide range of locations, fishing gear and IUU fishing types. The catalogue is organized around two ways of identifying relevant methodologies: a) the IUU fishing estimation approach; and b) the primary available data source. The five types of IUU fishing estimation approaches (“a”) include: 1) estimating total catch minus reported catch; 2) partitioning total catch into IUU/non-IUU fishing; 3) summing individual IUU fishing events to a total amount; 4) estimating “true” catches for suspect vessels or fleets; and 5) determining relative amounts or trends in IUU fishing. The four types of primary data sources (“b”) include: 1) fishery models; 2) commercial sources; 3) operational data; and 4) expert judgements, comparisons to catch compilations and stakeholder surveys. These two types of approaches help to identify the relevant methodologies presented as concise, individual one- to two-page summaries. Each methodology is described in terms of the key elements needed and how they can be sourced, the specific steps involved in constructing the estimate, and guidance on the applicability of the method.

Implementation of the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing by Food and Agriculture Organization of the United Nations  Pdf

The Food and Agriculture Organization of the United Nations (FAO) can play an important role in encouraging consistent and sound practices for estimating illegal, unreported and unregulated (IUU) fishing activities around the world. This first volume in a series of guidance documents on this topic outlines guiding principles and approaches applicable to a broad range of IUU fishing estimation scenarios. It begins by defining which components of IUU fishing to estimate depending on the specific objectives of the exercise. It then helps to set boundaries for the estimation exercise based on the fishery, species, area and timeframe of interest. Top-down and bottom-up methodological approaches are introduced, with examples, as ways of partitioning an overall IUU fishing amount into component activities, or compiling estimates of IUU fishing at a granular scale to form an overall composite figure, respectively. Ideas for presenting results to maximize the uptake by stakeholders and decision-makers are also presented.

Report of the FAO/RECOFI Regional Workshop to Combat Illegal, Unreported and Unregulated Fishing by Food and Agriculture Organization of the United Nations Pdf

This document contains the report of the FAO/RECOFI Regional Workshop to Combat Illegal, Unreported and Unregulated Fishing, which was held in Muscat, Oman, from 30 March to 2 April 2009. The objective of the Workshop was to develop national capacity and promote regional coordination so that countries would be better placed to combat illegal, unreported and unregulated (IUU) fishing activities, including through the development and implementation of relevant international fisheries instruments, taking appropriate measures at regional level and elaborating national plans of action to combat IUU fishing (NPOAs-IUU). The Workshop addressed: the nature, scope and impacts of IUU fishing; the international policy and framework to combat IUU fishing; the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing; FAO Fisheries Technical Guidelines No. 9 and the development and role of NPOAs-IUU; port State measures to combat IUU fishing; the role of the flag State in combating IUU fishing; the state of fishery legislation in RECOFI Members and regional cooperation to defeat IUU fishing through regional fisheries management organizations or arrangements and regional plans of action to combat IUU fishing. Working groups were formed to enhance the participatory nature of the Workshop and as a means of engendering broader and deeper discussion on concepts and issues relating to IUU fishing. Participants considered a list of IUU fishing issues that had been distilled from discussion in the Workshop. For each issue they were requested to identify an appropriate tool for overcoming the constraint or problem, action to be taken and expected results for small-scale and industrial-scale fisheries at the national and regional levels. The final session of the Workshop entitled "Brainstorming: looking ahead - national, regional and international follow-up to the Workshop" sought to identify outcomes that could be addressed further by the RECOFI Working Group on Fisheries Management. Funding and support for the Workshop were provided by the FAO Regular Programme, RECOFI and the Governments of Oman and Sweden.
