Islamists in the Arab states of North Africa are having little success in gaining political power. This is due to repressive security measures and popular despair over the violence on both sides, especially in Algeria and Egypt. Islamists in Algeria lost the presidential election held in November 1995, and the Muslim Brotherhood in Egypt bowed to government tactics of arrests and a ban on political activity in elections held last fall. The governments of Egypt, Tunisia, Algeria, and Morocco have probably reached a plateau in their use of intimidation tactics against Islamist critics. They seem to lack the imagination or will to try new, less dire strategies for dealing with opponents. As long as coercion seems to work, they will have little incentive to reform. As the more violent Islamic radical movements lose momentum, the risk increases that they will carry their struggle abroad. Over the past year, Egyptian diplomats in Europe and South Asia have been the targets of terrorist attacks, and Algerian extremists have been responsible for terrorism in France.

At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.

Since the 9/11 attacks, America's understanding of Al Qaeda has evolved along with the organization itself. In recent years attention to Al Qaeda's so called "affiliates" in Iraq, Yemen, Somalia, and most recently Syria has overtaken concern about Al Qaeda's core in Pakistan. The North African terrorist organization Al Qaeda in the Islamic Maghreb (AQIM) is one such affiliate. Many Americans first became familiar with AQIM when media reports linked it loosely to the attacks on the U.S. diplomatic compounds in Benghazi, Libya on 9/11/12 that killed U.S. Ambassador to Libya Chris Stevens. The horrific hostage crisis at an Algerian gas facility in January 2013, which was far more closely linked to the group, further increased concern about the threat it posed and played into anxieties about what many viewed as a resurgent Al Qaeda threat. This assessment of the threat from AQIM is based on an analysis of available open-source documentation. The authors find that although AQIM is a serious regional problem, its similarity to the Al Qaeda of Osama Bin Laden should not be exaggerated, as AQIM does not currently seem bent on global jihad. In most situations, the wisest policy responses to the AQIM threat will focus on supporting local actors and U.S. allies in Europe.
