Les instruments du marché (structures bancaires, privatisations, etc.) doivent s'adapter à des cadres juridiques et institutionnels très divers. Le rôle de l'État qui reste capital, surtout dans la période de transition, doit être examiné car il est le garant du marché.Un colloque international organisé par l'Université de Rouen a confronté sur ces divers points les expériences d'universitaires hommes de terrain (géographes, juristes, économistes) et de praticiens. L'ensemble des communications et des débats reproduits dans cet ouvrage donne une réponse nuancée à la question posée sur l'efficacité de l'économie de marché face au sous-développement. Toutefois se trouve réaffirmée la nécessité d'un État sans doute plus modeste mais fort et respecté – donc respectable – si l'on veut à la fois limiter les effets pervers du marché et faire fonctionner ce dernier dans des conditions efficaces.Il n'est pas si fréquent qu'un tel colloque sur un sujet aussi actuel se tienne dans un cadre réellement pluridisciplinaire en permettant un aller et retour constant entre la réflexion théorique et l'examen critique des situations concrètes de l'économie de marché dans le Tiers Monde.

Drug trafficking is the most visible part of the profits of organized crime, which have grown considerably since the end of the cold war. The mirror of history shows us the impact of the drug trade in the colonization of Asia.
