Surrogacy is IndiaÕs new form of outsourcing, as couples from all over the world hire Indian women to bear their children for a fraction of the cost of surrogacy elsewhere with little to no government oversight or regulation. In the first detailed ethnography of IndiaÕs surrogacy industry, Amrita Pande visits clinics and hostels and speaks with surrogates and their families, clients, doctors, brokers, and hostel matrons in order to shed light on this burgeoning business and the experiences of the laborers within it. From recruitment to training to delivery, PandeÕs research focuses on how reproduction meets production in surrogacy and how this reflects characteristics of IndiaÕs larger labor system. PandeÕs interviews prove surrogates are more than victims of disciplinary power, and she examines the strategies they deploy to retain control over their bodies and reproductive futures. While some women are coerced into the business by their families, others negotiate with clients and their clinics to gain access to technologies and networks otherwise closed to them. In Putin's Labor Dilemma, Stephen Crowley investigates how the fear of labor protest has inhibited substantial economic transformation in Russia. Putin boasts he has the backing of workers in the country's industrial heartland, but as economic growth slows in Russia, reviving the economy will require restructuring the country's industrial landscape. At the same time, doing so threatens to generate protest and instability from a key regime constituency. Some of these shifts have led to a marked decrease in the visibility of work or workers. Through an analysis of women's reform, domestic worker activism, and cultural values attached to public and private space, Vanessa May explains how and why domestic workers, the largest category of working women before 1940, were excluded from labor protections that formed the foundation of the welfare state. Looking at the debate over domestic service from both sides of the class divide, Unprotected Labor assesses middle-class women's reform programs as well as household workers' efforts to determine their own working conditions. May argues that working-class women sought to define the middle-class home as a workplace even as employers and reformers regarded the home as private space. The result was that labor reformers left domestic workers out of labor protections that covered other women workers in New York between the late nineteenth century and the New Deal. In 1933 Congress granted American laborers the right of collective bargaining, but farmworkers got no New Deal. Cindy Hahamovitch's pathbreaking account of migrant farmworkers along the Atlantic Coast shows how growers enlisted the aid of the state in an unprecedented effort to keep their fields well stocked with labor. This is the story of the farmworkers--Italian immigrants from northeastern tenements, African American laborers from the South, and imported workers from the Caribbean--who came to work in the fields of New Jersey, Georgia, and Florida in the decades after 1870. These farmworkers were not powerless, the author argues, for growers became increasingly open to negotiation as their crops ripened in the fields. But farmers fought back with padrone or labor contracting schemes and 'work-or-fight' forced-labor campaigns. Hahamovitch describes how growers' efforts became more effective as federal officials assumed the role of padroni, supplying farmers with foreign workers on demand. Today's migrants are as desperate as ever, the author concludes, not because poverty is an inevitable feature of modern agricultural work, but because the federal government has intervened on behalf of growers, preventing farmworkers from enjoying the fruits of their labor.

Using a comprehensive analysis of the wave of organizing that swept the country starting in 2007, Labor in Israel investigates the changing political status of organized labor in the context of changes to Israel’s political economy, including liberalization, the rise of non-union labor organizations, the influx of migrant labor, and Israel’s complex relations with the Palestinians. Through his discussion of organized labor’s relationship to the political community and its nationalist political role, Preminger demonstrates that organized labor has lost the powerful status it enjoyed for much of Israel’s history. Despite the weakening of trade unions and the Histadrut, however, he shows the ways in which the fragmentation of labor representation has created opportunities for those previously excluded from the labor movement regime. Organized labor is now trying to renegotiate its place in contemporary Israel, a society that no longer accepts labor’s longstanding claim to be the representative of the people. As such, Preminger concludes that organized labor in Israel is in a transitional and unsettled phase in which new marginal initiatives, new organizations, and new alliances that have blurred the boundaries of the sphere of labor have not yet consolidated into clear structures of representation or accepted patterns of political interaction.
