Exploring globalization from a labor history perspective, Aviva Chomsky provides historically grounded analyses of migration, labor-management collaboration, and the mobility of capital. She illuminates the dynamics of these movements through case studies set mostly in New England and Colombia. Taken together, the case studies offer an intricate portrait of two regions, their industries and workers, and the myriad links between them over the long twentieth century, as well as a new way to conceptualize globalization as a long-term process. Chomsky examines labor and management at two early-twentieth-century Massachusetts factories: one that transformed the global textile industry by exporting looms around the world, and another that was the site of a model program of labor-management collaboration in the 1920s. She follows the path of the textile industry from New England, first to the U.S. South, and then to Puerto Rico, Japan, Mexico, Central America, the Caribbean, and Colombia. She considers how towns in Rhode Island and Massachusetts began to import Colombian workers as they struggled to keep their remaining textile factories going. Most of the workers eventually landed in service jobs: cleaning houses, caring for elders, washing dishes. Focusing on Colombia between the 1960s and the present, Chomsky looks at the Urabá banana export region, where violence against organized labor has been particularly acute, and, through a discussion of the AFL-CIO’s activities in Colombia, she explores the thorny question of U.S. union involvement in foreign policy. In the 1980s, two U.S. coal mining companies began to shift their operations to Colombia, where they opened two of the largest open-pit coal mines in the world. Chomsky assesses how different groups, especially labor unions in both countries, were affected. Linked Labor Histories suggests that economic integration among regions often exacerbates regional inequalities rather than ameliorating them.

"Latvia's health system broadly delivers effective and efficient care to the population within a context of significantly fewer resources -- and higher health care needs -- than most OECD countries. Latvia has successfully consolidated its hospital sector and strengthened primary care. Average length of stay in hospital fell by almost 15% between 2005 and 2013, and GPs are now required to follow up on patients who called for emergency medical assistance but were not hospitalised. OECD health systems could learn much from these reforms as well as longer-standing institutions, such as Latvia's feldshers (physician assistants). Latvia nevertheless faces important challenges to improve the performance of its health system. Up to one in five Latvians report forgoing health care because of the cost; waiting times for key diagnostic and treatment services can be long; and inclusion of key treatments in the publicly-funded benefits basket does not always reflect latest best practice. Critically, the health system lags behind many OECD countries in the extent to which data are used to systematically measure, compare and improve the performance of services, especially at more granular provider or local levels. This paper documents the impact of the COVID-19 pandemic and associated lockdowns on the Colombian labor market using household micro-data. About a quarter of employment was temporarily disrupted at the height of the first pandemic-induced lockdown in 2020. Women, the young, and the less educated were the most affected groups. Since then, a remarkable recovery, led by a rebound in informal employment, has taken place. By adjusting both employment levels and hours faster, the informal sector acted as an important margin of adjustment, particularly in those industries most affected by the first lockdown. The informal sector also appears to have played a role in decreasing the sensitivity of aggregate employment to more recent lockdowns in 2021, as the economy has learned to cope with pandemic restrictions, although the possibility of higher informality rates becoming embedded remains an substantial downside risk for long-term productivity.
