Since the Treaty establishing the Economic Community of West African States (ECOWAS) was signed in 1975, several protocole have been adopted providing the legal and institutional framework for implementing the integration of the West African sub-region. Ail social and political stakeholders agree that regional integration is a major challenge for development in West Africa. Yet the regional integration process has been affected by many delays, even failures. Member states have pursued a seemingly contradictory dual objective: build a Nation-state within colonial Borders and achieve regional integration to fight against under-development. Can national planning priorities be reconciled with the demands and objectives of regional integration processes in West Africa ? Since 2005, under the auspices of the Management of Social Transformations (MOST) Programme initiative, the Social and Human Sciences Sector of UNESCO has organized a series of national seminars on West African regional integration in the ECOWAS region. Four seminars have so far been organized in Senegal, Mali, Benin and Ghana. This anthology publishes papers presented at Ghana's national seminar on "Nation-states and the Challenge of Regional Integration in West Africa: the Case of Ghana", held in Accra from 8 to 9 November 2005. The contributors suggest that Ghana's reluctance to relinquish its sovereignty stemmed from a lack of commitment in the first 20 years of ECOWAS' existence and preoccupation with its own security and survival against internai and externat threats. The state has currently demonstrated renewed commit-ment by establishing a Ministry of Regional Cooperation and the New Agenda for Africa's Development (NEPAD) to coordinate and manage the sub-regional integration programme. In spite of positive developments, results have been disappointing. The new ministry remains isolated and is constrained by limited resources in finance and manpower. Its approach to integration issues has been elitist and technocratic, concentrating on format trade and ignoring the importance of the informai trade that has been the traditional means of popular participation in the integration of West African economies. Borderland communities with economic and social ties continue to engage in exchanges across political boundaries in defiance of national and state security concerns. Empowerment of Ghanaians involved in small-scale, informa] cross-border trade (in majority, women) "would not only increase the levels of social and economic integration, but would make the benefits of integration available to large sections of the population".

Already in 1946, the British Prime Minister Winston Churchill held a speech in Zurich and within this speech he expressed the idea of France and Germany as the constituting countries of a European Union. At this time, the patriotic French press was outraged about this idea. But already in 1949 the Council of Europe was founded, and only two years later in 1951 the European Community for Steel and Coal was created and became effective in 1952. In 1957, the member states of the ECSC signed the Treaty of Rome to start the European Economic Community (EEC) (Schmuck, n.a.). The European integration has been a unique process (Rosamond, 2006, S. 450) that lead also to a separate field of studies, the European integration studies. Even though Europe is unique and the integration process that has been taken place there is unique as well, efforts to compare the process in Europe with integration processes in other regions of the world were undertaken. I will tackle the matter with this regard. This paper will be concerned with the integration process in Europe compared to integration processes in Latin America. My motivation to do this arises from the fact that I am a Brazilian student and thus have a Latin American origin and I am studying in Germany, which is in my opinion and most probably not only in my opinion the most important constituting country of the European Union. It is not only the biggest economy in Europe but it is also one of the few constituting states of the predecessor of the EU the already mentioned ECSC and the EEC. A second fact, which is in my opinion intuitive, is the one what the differences of integration processes are and how those can be explained. While shortly after these events the victory of democracy was celebrated or even the "end of history" proclaimed (Fukuyama), it soon became clear that these rather optimistic assumptions could not be sustained. Huntington (1993) predicted conflicts along cultural lines and Alvin and Heidi Toffler (1994) assumed these conflicts would take the form of asymmetric warfare leading to the phenomenon of "failed states" which, according to Chomsky (2006), present a threat to democracy. Asymmetric warfare, cultural conflicts and failed states have all already left their impact on the young 21st century. Yet the same period of time has also seen unprecedented global integration, in the economy, but in terms of human personal exchange as well, largely fueled by new communication technologies. However, the emerging "global village" seems to bear more characteristics of a Hobbesian state of nature than of a global civilization. Furthermore, as there are an ever increasing number of issues which can obviously only be addressed on a transnational basis, it becomes necessary to supplement global economic integration with an adequate political framework. Both India and the European Union are prime examples of political integration, the former for national and the latter for regional integration. However, one of the presumptions of this dissertation is that in both cases complementary forms of political integration can be identified: while in India national integration necessitated regional integration, the European Union may well be on its way toward a Europe

The treaty between Canada, Mexico and the United States has created the largest economic area in the world, slightly surpassing the European Union in market size. But NAFTA is also outstanding in a second aspect: it has constituted the first major regional integration arrangement between two highly developed countries, the United States and Canada, and a developing country, Mexico. The North-South nature of North American integration has polarized the debate about NAFTA from the earliest stage on. On the one hand it was unclear how much the U.S. would gain from the agreement. Would it stabilize its southern neighbor and thus benefit the U.S. economically and politically? Or would it cause the “giant sucking sound” Ross Perot feared, drawing thousands of jobs from the U.S. over the border (Thorbecke/Eigen-Zucchi 2002, p. 648)? Regarding these concerns, Canada was at most a side-player, possessing neither intense trade relations nor geographical proximity to Mexico. Mexico’s gains from NAFTA, on the other hand, seemed even more unsure. The agreement’s effects on the southern member state, whether positive or negative, were expected to be unequally greater than on the U.S. On the one hand, it seemed, Mexico could gain immensely through improved access to the North American market, increasing trade, attracting foreign investment, and importing growth and stability. On the other hand, some trade economists, such as Arvind Panagaria (1996, pp. 512-513) warned that Mexico could only lose when opening its market to its powerful northern neighbors, while receiving little in return that it would not have obtained anyway. Furthermore, would Mexico’s move towards regional integration hamper any further step into the direction of multilateral opening, after promising reforms had been started in the mid-1980s? Concerns also regarded the adverse effects of NAFTA within Mexico. These centered around large adjustment costs from sectoral restructuring and resource reallocation. This would occur if inefficient, partly subsidized Mexican industries declined after removing tariffs and non-tariff barriers, allowing the North American competition to enter the national market. In addition, would this hit mostly those Mexican regions that were poor anyway?
