La communauté internationale s'est dotée d'une organisation internationale pour les migrations (OIM), successeur du CIME et du CIM. L'action du CIM(E) à partir des années 1950 a aidé les politiques européennes migratoires à s'internationaliser pendant les décennies suivantes, l'organisation développant des compétences en matière d'assistance et de coopération technique qu'elle fournit aux états membres à leur demande. Ces compétences vont d'une aide au développement d'une législation et d'une réglementation appropriées, à l'instauration et à la gestion de cadres institutionnels opérationnels pour administrer des programmes de migration cohérents. L'organisation inaugure une approche ordonnée des migrations au sein de la communauté internationale en imprimant un rythme régulier aux mouvements, contrastant avec les turbulences provoquées par les flux de refugiés sur tous les continents, transferts dont elle a toujours assumé les charges et la maitrise, de concert avec d'autres organisations internationales spécialisées. D'abord en Amérique latine, ensuite en Afrique et en Asie, l'organisation installe des programmes pour combattre l'exode des cerveaux, en incitant le retour des compétences ; elle propose des programmes de migration sélective, l'envoi d'experts intégrés ou associés, le retour d'anciens exilés qualifiés, agissant comme autant de facteurs multiplicateurs sur l'emploi, sur la coopération technique entre pays en développement, sur le développement des secteurs prioritaires. L'OIM a l'ambition de s'approcher du système des nations unies, d'agir de plein concert avec - et souvent comme agent d'exécution - des organisations régionales, et de devenir l'organisation de référence et le forum mondial en matière de migration internationale.

Based on a unique socio-demographic survey carried out both in origin and destination countries (MAFE survey), it argues that return migration, circulation, and transnational practices are significant. The term ‘social dumping’ regularly appears in public debates and in policymaking circles. However, due to its ambiguity it is used in a manner that is convenient for individual discourse participants, thus opening the door for misconceptions and ill-grounded accusations. This book systematically examines social dumping in the context of the European integration process. The tensions between European conceptions of the welfare state and transnational migration have caused heated political, public, and academic debates over the last decades. Historiography, however, has not yet explored in depth how European societies struggled with this dilemma-filled relationship in the formative phases of modern welfare states from the late nineteenth century to the post-war era. The present volume contributes to filling this gap and thus to putting a highly topical issue into historical perspective. The focus is on Europe, but with a wide geographic scope that reaches also across the Atlantic. Following an introductory chapter, eleven case studies deal with four themes. The first part explores the agency of migrants in local-level administrative and judicial procedures that controlled practical access to formal rights. The second section investigates special regulations developed for seasonal labour migrants employed mainly in agriculture. The third part looks at the role of urban social policies in attracting, integrating, but also excluding both domestic and foreign migrants. The final section addresses the gradual globalisation of migrants’ social rights through international conventions.
