Illinois Local Government by James F. Keane,Gary Koch Pdf

Over 6,500 local governments -- ranging from counties and municipalities to obscure mosquito abatement districts -- and 100,000 government officials make Illinois government the most complex of any state in the Union. James F. Keane and Gary Koch have compiled this handbook, written by 19 experts in the field, to help take the mystery out of Illinois local government. Using a systematic evaluation of the different types of government at the municipal, township, and county levels, the contributors explain how these units operate, what problems they face, and how they interact with each other and with state and federal governments. Highlighting part one is State Comptroller Roland W. Burris’ overview of local government. Specific units of local government, including municipalities, counties, townships, public school districts, and other special districts, are explained in part two. The effects of various laws -- including the Illinois Home Rule -- and financial regulations are covered in part three. The chapter on campaign and election laws, written by William McGuffage, legislative liaison for the attorney general’s office, tells how to run for office. H. Brent De Land, executive director of the Illinois Community Action Association, offers clues on how to find, apply for, and receive grants. Part four discusses support services, the media, special interest groups, and community relations. Richard Burd, chief of Local Government Management Services in the Department of Commerce and Community Affairs, offers insight on getting the most from such services. The editors look to the future in part five, outlining six emerging trends for local government: requests for services will increase, as will the need for more revenue; there will be a strong movement to consolidate local government; professionalism will be stressed: public accountability will increase: more emphasis will be placed on public image; and uniformity among local governments will emerge.

Municipal Documents and Other Publications on Municipal Government in the University of Illinois Library (Classic Reprint) by Mabel L. Conat Pdf

Excerpt from Municipal Documents and Other Publications on Municipal Government in the University of Illinois Library In gathering the statistics for this report, only those docu ments were regarded as municipal which had been issued by the local government or by some official governing agency having direct jurisdiction over some department of local public work, altho somewhat independent of the local government. These m elude state boards administering special phases of the work of the municipality, as, for example, police boards in some cities and also include park and school boards, etc., which are in some cases independent of the city government. Illinois Politics & Government by Samuel Kimball Gove Pdf

Since the end of World War II, the primary political regions of Illinois, Chicago and "downstate, " have lost population, wealth, and political power to a third region, the suburban collar, which has relentlessly expanded outward from Chicago. At the same time, legislative service has changed from a largely part-time "citizen" activity into a "professional, " career-oriented pursuit. Parochial perspectives of elected officials have intensified as reflected in candidates' promises to deliver their districts' "fair share" of government spending. The state legislature has become an arena in which each region battles for its own fair share, rather than an instrument for comprehensively addressing the state's problems. The authors foresee the emergence of political coalitions linking downstate and Chicago-historically at odds-in efforts to protect their "shares" and contend with the suburban collar. Illinois's political leaders face the challenge of looking beyond district interests to the broader concerns of work-force quality and statewide economic prosperity. Samuel K. Gove is Director Emeritus at the Institute of Government and Public Affairs, and Professor Emeritus of Political Science at the University of Illinois. He is coeditor with Louis H. Masotti of After Daley: Chicago Politics in Transition. James D. Nowlan is an adjunct professor of public policy at Knox College and a Senior Fellow with the University of Illinois Institute of Government and Public Affairs. He is the author of A New Game Plan for Illinois.
