In recent years debates about the nature and future of the West have been high on the political agenda. Prognoses of the West’s imminent demise have been countered by those arguing for its continued relevance, or those arguing that while the West will survive its nature, and the balance of power between its constituent units, is transforming. This book argues that understanding contemporary developments requires subjecting the very idea of the West to critical scrutiny and in particular asking what kind of concept it actually is. Locating the West as a discursive concept the book argues attempts to save, fix or reclaim the meaning of the West are illustrative of political agendas rather than indicative of accurate claims about the essential nature of the West. In contrast, the book argues that as a concept the West is impregnated with various discursive legacies, the most embedded of which are those of a civilisational, modern and political West. However, while attempts to define the West’s essence are therefore doomed to fail, given the concept’s historical and discursive flexibility, such attempts reaffirm the legitimising role which claims to the West continue to perform. Beyond this, the book challenges traditional genealogies of the West, which overwhelmingly depict the West as an inside-out concept. In contrast, the book argues that historically outsiders have played an important role in defining the nature of the West and constituting it as a political subject; processes that remain evident today. This book will particularly interest students of critical security studies, critical geopolitics, European politics, American politics and IR theory.

While pre-modernity is often considered to be the 'time' of non-European regions and modernity is seen as belonging to the West, this book seeks to transcend the temporal bifurcation of that world history into 'pre-modern' and 'modern', as well as question its geographical split into two irreconcilable trajectories: the European and the non-European. The book examines shared experiences of modern transformation or modernity in three regions -- China, India and the Ottoman Empire -- which conventional historiography identifies as non-European, and therefore, by implication, outside of modernity or only tangentially linked to it as its victim. In other words, this work looks at modernity without reference to any 'idealised' criteria of what qualifies as 'modern' or not, studying the negotiation and legacies of the early modern period for the modern nation state. It focuses on the experience of modernity of non-European regions for they play a crucial role in the new phase of transformational patterns may have deeper roots than are generally assumed. Rejecting European characterisations of 'eastern' states as Oriental despotisms, the volume conceives of the early modern state as a negotiated enterprise, one that questions the assumption that state centralisation must be a key metric of success in modernisation. Among other topics, the book highlights: state formations in the three empires; legislation pertaining to taxation, property, police reform, the autonomy of legal sphere, the interaction of different types of law, law's role in governance, administrative practice, negotiated settlements and courts as sites of negotiation, the blurred boundaries between formal law and informal mediation; the ability of 18th century Qing and Ottoman imperial governments to accommodate diverse local particularities within an overreaching structure; and the pattern of regional development pointing to the accommodative institutional capacity of the Mughal empire.

The main texts it addresses include The Plum in the Golden Vase (anonymous, China, late sixteenth century), Don Quixote (Miguel de Cervantes, Spain, 1605 and 1615), The Life of an Amorous Man (Ihara Saikaku, Japan, 1682), and Robinson Crusoe (Daniel Defoe, England, 1719). These Eastern and Western narratives indicate from their own geographical vantage points commercial expansions' stimulation of social mobility and larger processes of cultural destabilization. Their realist tendencies are underlain with politically critical functions and connote "heteroglossic" national imaginaries. This horizontal argument realigns novelistic modernity with a multipolar global context and reestablishes commensurabilities between Eastern and Western literary histories. On a broader level, it challenges the unilateral equation between globalization and modernity with westernization, and foregrounds a polycentric mode of global early modernity for pluralizing the genealogy of 'world literature' and historical transcultural relations"
