Community-based adaptation (CBA) to climate change is based on local priorities, needs, knowledge and capacities. Early CBA initiatives were generally implemented by non-government organisations (NGOs), and operated primarily at the local level. Many used ‘bottom-up’ participatory processes to identify the climate change problem and appropriate responses. Small localised stand-alone initiatives are insufficient to address the scale of challenges climate change will bring, however. The causes of vulnerability - such as market or service access, or good governance - also often operate beyond the project level. Larger organisations and national governments have therefore started to implement broader CBA programmes, which provide opportunities to scale up responses and integrate CBA into higher levels of policy and planning. This book shows that it is possible for CBA to remain centred on local priorities, but not necessarily limited to work implemented at the local level. Some chapters address the issue of mainstreaming CBA into government policy and planning processes or into city or sectoral level plans (e.g. on agriculture). Others look at how gender and children’s issues should be mainstreamed into adaptation planning itself, and others describe how tools can be applied, and finance delivered for effective mainstreaming. This book was published as a special issue of Climate and Development.

This Staff Climate Note is part of a series of three Notes (IMF Staff Climate Note 2022/001, 2022/002, and 2022/003) that discuss fiscal policies for climate change adaptation. A first Note (Bellon and Massetti 2022, henceforth Note 1) examines the economic principles that can guide the integration of climate change adaptation into fiscal policy. It argues that climate change adaptation should be part of a holistic, sustainable, and equitable development strategy. To maximize the impact of scarce resources, governments need to prioritize among all development programs, including but not limited to adaptation. To this end, they can use cost-benefit analysis while ensuring that the decision-making process reflects society’s preferences about equity and uncertainty. A second Note (Aligishiev, Bellon, and Massetti. 2022, henceforth Note 2) discusses the macro-fiscal implications of climate change adaptation. It reviews evidence on the effectiveness of adaptation at reducing climate change damages, on residual risks, and on adaptation investment needs, and suggests ways to integrate climate risks and adaptation costs into national macro-fiscal frameworks with the goal of guiding fiscal policy. It stresses that lower-income vulnerable countries, which have typically not contributed much to climate change, face exacerbated challenges that warrant increased international support. This third Note considers how to translate adaptation principles and estimates of climate impacts into effective policies.

LDCs, which bear the least historical responsibility for climate change, are on the front lines of the climate crisis. The Report highlights the development strategies and policies which they need to enact to reach the ambitious objectives to which they have committed, and the painful trade-offs between climate action and accelerated progress towards fulfilling their right to development they will need to navigate in the challenging international economic and environmental context. Nowhere is the need for a "Just energy transition" starker than in the LDCs but the Report shows that despite this harsh reality, international support for LDC adaptation and sustainable development has fallen remarkably short of what is needed, both in terms of climate finance and of access to clean technologies. This paper discusses the possibilities and constraints for adaptation to climate change in urban areas in low- and middle-income nations. These contain a third of the world's population and a large proportion of the people and economic activities most at risk from sea-level rise and from the heatwaves, storms and floods whose frequency and/or intensity climate change is likely to increase. Section I outlines both the potentials for adaptation and the constraints. Section II discusses the scale of urban change. Section III considers direct and indirect impacts of climate change on urban areas and which nations, cities and population groups are particularly at risk. This highlights how prosperous, well-governed cities could generally adapt, but most of the world's urban population lives in cities or smaller urban centres ill-equipped for adaptation. A key part of adaptation concerns infrastructure and buildings - but much of the urban population in Africa, Asia and Latin America lack the infrastructure to adapt. Most international agencies have long refused to support urban programmes, especially those that address these problems. Section IV discusses innovations by urban governments and community organizations and in financial systems that address such problems, including the relevance of recent innovations in disaster-risk reduction for adaptation. It notes how few city and national governments are taking any action on adaptation. Section V discusses how local innovation in adaptation can be encouraged and supported at national scale, and the funding needed to support this. Section VI considers the mechanisms for financing this and the larger ethical challenges that achieving adaptation raises - especially the fact that most climate-change-related urban (and rural) risks are in low-income nations with the least adaptive capacity, including many that have contributed very little to greenhouse-gas emissions.
