In Making Peace Prevail, Alice Ackermann offers the first in-depth account of how Macedonia—one of the few examples of successful preventive diplomacy—held onto peace during the violent breakup of Yugoslavia in the 1990s. She provides a framework of analysis that underscores the "art of conflict prevention." She notes the activity of the major players such as the United Nations and the Organization for Security and Cooperation in Europe (OSCE) but maintains that groups such as the Working Group of the International Conference on the Former Yugoslavia—although not in the public eye—accomplished much through an "interactive workshop" approach to conflict management. In her epilogue Ackermann addresses the most recent developments with NATO's intervention in Kosovo and the Balkans and the internal forces at work in Macedonia, which account for its current state of stability.

Having been ruled by the Ottoman Empire for a long period, they now had to cope with Serbia as occupant. Serbian military, police and authorities in general followed a nationalist policy of ‘Serbianisation’, which led to suppression of religious rights as well as harassment and atrocities against the non-Serbian population, especially Muslims. Ideas of ethnicity and religion played a significant role, when Serbian authorities tried to nationalise the people living in the region of “Vardar Macedonia” during the years 1912-1914. Suddenly, these people should not only be part of the state, but also the nation of Serbia. Background of this policy was the alleged common language, culture and religion of the people living in Serbia and in the new territory. In this paper, I will focus on the question of religion, which has to be seen in a close context to the ideas of nationalism and ethnicity in this region: Belonging to the Serbian nation meant belonging to the Serbian Orthodox Church. Since I will use diplomatic primary sources, my research question will be: “How did the idea of a common religion determine the policy of Serbianisation of Vardar-Macedonia in the eyes of foreign diplomats?”

Does Development Aid Affect Conflict Ripeness? by Lucie Podszun Pdf

Many developing countries find themselves in seemingly intractable internal conflicts, hindering them from moving on into a more stable, secure and wealthy environment. It seems that underdevelopment and conflict go hand in hand. Underdevelopment most often implies large streams of development aid channeled into countries at war. The work evaluates to what extent an increase in development aid affects conflict ripeness. The research shows that the effect is ambivalent: it depends on the conditions of provision whether it is positive or negative. In general, an ‘increase in development aid’ decreases the intensity of one of the ingredients to conflict ripeness: the mutually hurting stalemate. However, if embedded into a smart strategy, an ‘increase in development aid’ enhances the second ingredient to conflict ripeness: the sense of a way out. By that it counterbalances the negative effect and thus fosters the phase of ripeness, creating an ideal starting position for a subsequent peace process.
