Through an analysis of domestic political economies, the book explains how states have protected millions of square kilometers of ocean space while remaining highly responsive to the interests of businesses. It argues that states design environmental policies above all around two key features of a given space: (1) the composition of extractive versus non-extractive industry interests; and (2) the salience of various industry interests, defined as the degree to which businesses would suffer tangible and significant costs in response to new environmental regulations. Through an analysis of large marine protected area advocacy campaigns in Australia, Palau, and the United States, this book demonstrates how the political economy of a given marine space shapes how governments align their environmental and economic goals, sometimes strengthening conservation but more often than not undermining it. Marine protected areas (MPAs) have an important role in marine conserva tion programmes around the world. Although most have been established relatively recently when compared with protected areas on land, there is considerable expertise on their identification, setting up and management. Some techniques have been adapted from those used on land. Others are novel, and unique to marine conservation. The chapters in this book give an insight into this fast developing field where experiment and innovation work alongside techniques which have been tried and tested. The guiding princi ples behind key stages in the setting up and management of MP As are described, and case studies illustrate how they have worked. While it is most encouraging to read about the successes, the case studies also point to difficulties which have been encountered. Not all of the examples are new or recent but, together, they illustrate what is happening in this field.

Large marine protected areas (MPAs) have emerged since the mid-2000s as a popular state response to the overfishing, land run-off, and climate change causing the decline of the world's oceans. As of 2020, there were more than 14,000 MPAs in the world, most of them small, poorly managed, and often amounting to little more than "paper parks" that contribute little to ocean conservation or resource management. However, that is beginning to change. In recent years, governments, including the United States and United Kingdom, have turned their attention to protecting large swaths of ocean through MPAs hundreds of thousands of square kilometers in size. In this book, Justin Alger documents the efforts of activists and states to increase the pace and scale of global ocean protections, leading to a paradigm shift in how states conserve marine biodiversity. Through an analysis of domestic political economies, and based on three original MPA case studies located in the United States, Australia, and Palau, this book explains how states have protected millions of square kilometers of ocean space while remaining highly responsive to the interests of businesses. From the commercial fishing to ecotourism sectors, business heavily influences conservation policy, occasionally leading to robust protections but more often than not to business-as-usual activity on the water. Conserving the Oceans examines the reach and the limits of business influence, examining how the domestic political economy of a given ocean space can reshape a global norm to better suit local economic realities.
