The contributors to this book examine two broad themes related to the well-being of Canadian youth. First, they document the nature of the labour market facing young adults and how it has changed since they early 1970s. Second, the autors examine how families, communities, and the public sector influence some of the ways in which children become successful and self-reliant adults. The motivation for bringing these essays together has to do with the increasing importance of child well-being in public discourse and the development of public policy. The major message to emerge is that the future of Canada's children is both a good news, and a bad news story. Labour markets have changed dramatically, and on average it is now more difficult to obtain a strong foothold that will lead to increasing prosperity. Many young Canadians, however, are well prepared by their family and community backgrounds to deal with these new challenges, and as young parents are in a position to pass this heritage on their children. However, this has not been challenges in getting ahead in life. A companion volume published in February of 1998 by Statistics Canada called Government Finances and Generational Equity examines the operation of government taxes and transfers from a generational perspective, focusing on the conduct of fiscal policy and the relative status of individuals in successive generations.

This volume, the first in a new series by the National Bureau of Economic Research that compares labor markets in different countries, examines social and labor market policies in Canada and the United States during the 1980s. It shows that subtle differences in unemployment compensation, unionization, immigration policies, and income maintenance programs have significantly affected economic outcomes in the two countries. For example: -Canada's social safety net, more generous than the American one, produced markedly lower poverty rates in the 1980s. -Canada saw a smaller increase in earnings inequality than the United States did, in part because of the strength of Canadian unions, which have twice the participation that U.S. unions do. -Canada's unemployment figures were much higher than those in the United States, not because the Canadian economy failed to create jobs but because a higher percentage of nonworking time was reported as unemployment. These disparities have become noteworthy as policy makers cite the experiences of the other country to support or oppose particular initiatives.

This paper provides a quantitative assessment of the relative importance of different labor market adjustment mechanisms in Canada and the United States and also examines the effects of the unemployment insurance (UI) system on labor market adjustment. At the aggregate level, employment growth shocks result in similar unemployment rate responses but smaller wage responses in Canada relative to the United States. Although overall UI generosity has increased aggregate unemployment persistence in Canada, the endogenous component of UI has affected unemployment persistence only marginally. The lower degree of aggregate real wage flexibility in Canada has not been an important determinant of unemployment persistence.

The authors apply methods that assume selection on observables, including both standard regression-based methods and propensity score matching methods. They also apply methods based on instruments or exclusion restrictions, including standard instrumental variables estimation and the Heckman bivariate normal selection estimator. The ability of these methods to produce plausible estimates of the impact of adult education & training is discussed. Based on the results of this analysis, the authors suggest improvements to the Survey that would make it a better tool for estimating the labour market impacts of adult education & training.

By examining newcomers' progress over time, the LSIC affords the possibility of assisting researchers and policy-makers to go beyond existing descriptions of immigrant integration outcomes to an examination of how newcomers achieve these outcomes -- in essence, the "how" and "why" dimensions. While the full value of the survey will be reached when the three waves of data collection are completed, this first wave of data provides important benchmark information. The focus of this publication is on the early settlement experiences of immigrants, from pre-migration to the first six months after arrival. First an overview of the LSIC population is provided, looking at both pre-migration characteristics as well as those at arrival. This is followed by a comprehensive look at the first six months of the settlement process, looking at things such as health, housing and mobility; education and training taken since arrival; employment, income and the general perception of the immigrant's settlement experience. Finally, a more in-depth look at problems and difficulties newcomers experience in four key areas of integration is presented: accessing health services, finding housing, accessing education and training, and finding employment. Challenges to integration are examined in terms of what help was needed, received and from whom, or needed and not received.
