Effectiveness and Impact of Corporate Average Fuel Economy (CAFE) Standards by National Research Council,Transportation Research Board,Division on Engineering and Physical Sciences,Board on Energy and Environmental Systems,Committee on the Effectiveness and Impact of Corporate Average Fuel Economy (CAFE) Standards Pdf

Since CAFE standards were established 25 years ago, there have been significant changes in motor vehicle technology, globalization of the industry, the mix and characteristics of vehicle sales, production capacity, and other factors. This volume evaluates the implications of these changes as well as changes anticipated in the next few years, on the need for CAFE, as well as the stringency and/or structure of the CAFE program in future years.

Cost, Effectiveness, and Deployment of Fuel Economy Technologies for Light-Duty Vehicles by National Research Council,Division on Engineering and Physical Sciences,Board on Energy and Environmental Systems,Committee on the Assessment of Technologies for Improving Fuel Economy of Light-Duty Vehicles, Phase 2 Pdf

The light-duty vehicle fleet is expected to undergo substantial technological changes over the next several decades. New powertrain designs, alternative fuels, advanced materials and significant changes to the vehicle body are being driven by increasingly stringent fuel economy and greenhouse gas emission standards. By the end of the next decade, cars and light-duty trucks will be more fuel efficient, weigh less, emit less air pollutants, have more safety features, and will be more expensive to purchase relative to current vehicles. Though the gasoline-powered spark ignition engine will continue to be the dominant powertrain configuration even through 2030, such vehicles will be equipped with advanced technologies, materials, electronics and controls, and aerodynamics. And by 2030, the deployment of alternative methods to propel and fuel vehicles and alternative modes of transportation, including autonomous vehicles, will be well underway. What are these new technologies - how will they work, and will some technologies be more effective than others? Written to inform The United States Department of Transportation's National Highway Traffic Safety Administration (NHTSA) and Environmental Protection Agency (EPA) Corporate Average Fuel Economy (CAFE) and greenhouse gas (GHG) emission standards, this new report from the National Research Council is a technical evaluation of costs, benefits, and implementation issues of fuel reduction technologies for next-generation light-duty vehicles. Cost, Effectiveness, and Deployment of Fuel Economy Technologies for Light-Duty Vehicles estimates the cost, potential efficiency improvements, and barriers to commercial deployment of technologies that might be employed from 2020 to 2030. This report describes these promising technologies and makes recommendations for their inclusion on the list of technologies applicable for the 2017-2025 CAFE standards.

Climate Rationality by Jason S. Johnston Pdf

Johnston unpacks and critiques the legal, economic, and scientific basis for precautionary climate policies pursued in the United States. In doing so, he reveals an alternative approach to climate change policy that would enable the US to efficiently adapt to a changing climate and radically reduce its greenhouse gas emissions.

Energy Efficiency and Renewable Energy Legislation by Fred J. Sissine,Lynn J. Cunningham,Mark Gurevitz Pdf

This book reviews the status of energy efficiency and renewable energy legislation introduced during the 110th Congress. Most action in the second session is focused on the FY2009 budget request, the Farm Bill (H.R. 2419), and the proposed Renewable Energy and Energy Conservation Tax Act (H.R. 5351). DOE's FY2009 budget request seeks $1,256.1 million for DOE's Energy Efficiency and Renewable Energy (EERE) programs, compared to FY2008 appropriations of $1,722.4 million for EERE. H.R. 5351 is similar to H.R. 2776. It would extend or re-establish several tax incentives that would support renewable electricity production, biofuels production, transportation efficiency and conservation, buildings efficiency, and equipment efficiency. The bill proposes to offset the cost of those incentives primarily by reducing two subsidies for oil and natural gas production.

Potential Impacts of Climate Change on U.S. Transportation by Division on Earth and Life Studies,Transportation Research Board Pdf

The Transportation Research Board (TRB) and the Division on Earth and Life Studies (DELS) have released the pre-publication version of TRB Special Report 290, The Potential Impacts of Climate Change on U.S. Transportation, which explores the consequences of climate change for U.S. transportation infrastructure and operations. The report provides an overview of the scientific consensus on the current and future climate changes of particular relevance to U.S. transportation, including the limits of present scientific understanding as to their precise timing, magnitude, and geographic location; identifies potential impacts on U.S. transportation and adaptation options; and offers recommendations for both research and actions that can be taken to prepare for climate change. The book also summarizes previous work on strategies for reducing transportation-related emissions of carbon dioxide--the primary greenhouse gas--that contribute to climate change. Five commissioned papers used by the committee to help develop the report, a summary of the report, and a National Academies press release associated with the report are available online. DELS, like TRB, is a division of the National Academies, which include the National Academy of Sciences, National Academy of Engineering, Institute of Medicine, and National Research Council.
