Neglected tropical diseases (NTDs) are a group of diseases frequently found in impoverished communities in tropical and sub-tropical countries. The risk for many of the NTDs is high in both deprived urban and rural areas of East Asia. Adapted to the endemic settings and characteristics of the diseases, a range of tools and strategies are currently being rolled out for the large-scale control of many NTDs. Both vector control measures and community sensitization programmes have for example been used to control dengue in urbanized settings. Challenges posed by yaws and lymphatic filariasis are being addressed by mass drug administration, while rabies requires the involvement of the veterinary public health sector for disease control. For leprosy, an elimination target has been defined; however, achieving this goal remains a considerable challenge. Food-borne trematodiases, on the other hand, are emerging and require a deeper understanding of its burden in East Asia and how these diseases can be tackled in a cost-effective manner. Finally, factors, such as an increase of non-communicable diseases due to changing lifestyles which accompany economic growth, the spreading HIV epidemic as well as climate change and the occurrence of natural disasters can potentially affect the epidemiology and control of NTDs. This volume discusses the mentioned topics in detail with contributions by experts in the respective research areas from different working environments.

"The presence, or absence, of neglected tropical diseases (NTDs) can be seen as a proxy for poverty and for the success of interventions aimed at reducing poverty. Today, coverage of the public-health interventions recommended by the World Health Organization (WHO) against NTDs may be interpreted as a proxy for universal health coverage and shared prosperity - in short, a proxy for coverage against neglect. As the world's focus shifts from development to sustainable development, from poverty eradication to shared prosperity, and from disease-specific goals to universal health coverage, control of NTDs will assume an important role towards the target of achieving universal health coverage, including individual financial risk protection. Success in overcoming NTDs is a "litmus test" for universal health coverage against NTDs in endemic countries. The first WHO report on NTDs (2010) set the scene by presenting the evidence for how these interventions had produced results. The second report (2013) assessed the progress made in deploying them and detailed the obstacles to their implementation. This third report analyses for the first time the investments needed to achieve the scale up of implementation required to achieve the targets of the WHO Roadmap on NTDs and universal coverage against NTDs. INVESTING TO OVERCOME THE GLOBAL IMPACT OF NEGLECTED TROPICAL DISEASES presents an investment strategy for NTDs and analyses the specific investment case for prevention, control, elimination and eradication of 12 of the 17 NTDs. Such an analysis is justified following the adoption by the Sixty-sixth World Health Assembly in 2013 of resolution WHA6612 on neglected tropical diseases, which called for sufficient and predictable funding to achieve the Roadmap's targets and sustain control efforts. The report cautions, however, that it is wise investment and not investment alone that will yield success. The report registers progress and challenges and signals those that lie ahead. Climate change is expected to increase the spread of several vector-borne NTDs, notably dengue, transmission of which is directly influenced by temperature, rainfall, relative humidity and climate variability primarily through their effects on the vector. Investments in vector-borne diseases will avoid the potentially catastrophic expenditures associated with their control. The presence of NTDs will thereby signal an early warning system for climate-sensitive diseases. The ultimate goal is to deliver enhanced and equitable interventions to the most marginalized populations in the context of a changing public-health and investment landscape to ensure that all peoples affected by NTDs have an opportunity to lead healthier and wealthier lives."--Publisher's description.

"Neglected tropical diseases (NTDs) blight the lives of a billion people worldwide and threaten the health of millions more. Why do diseases of poverty afflict more people in wealthy countries than in the developing world? In 2011, Dr. Peter J. Hotez relocated to Houston to launch Baylor’s National School of Tropical Medicine. Studying malaria in modern East Asia in the context of the global history of the disease, this book fills an important gap in our understanding of the cultural, social, economic, and political dimensions of the relationship between malaria and human society in a region which has often been neglected by historians of the disease. The authors examine the development and consequences of various anti-malaria strategies in Hong Kong, Okinawa, Taiwan, mainland China, and East Asia as a whole. The British and Japanese colonial models of disease control are explored, as is the later American technological model of DDT residue spraying, promoted by the Rockefeller Foundation which played a significant role in the global anti-malaria campaign and the development of public health in Asia. In the post- World War II period, the use of DDT and international political and economic interests helped to shape anti-malaria policies of the Nationalist government in Taiwan. In mainland China, the Beijing government's mass mobilization and primary health care model of anti-malaria control has given way to new strategies as recent changes in the health care system have affected anti-malaria efforts and public health developments. This report evaluates the changing global public health landscape; assesses progress towards the 2020 targets; and considers the possible core elements of a strategic vision to integrating neglected tropical diseases into the 2030 Agenda of the Sustainable Development Goals. Advances have been made through expanded interventions delivered through five public health approaches: innovative and intensified disease management; preventive chemotherapy; vector ecology and management; veterinary public health services; and the provision of safe water, sanitation and hygiene. In 2015 alone nearly one billion people were treated for at least one disease and significant gains were achieved in relieving the symptoms and consequences of diseases for which effective tools are scarce; important reductions were achieved in the number of new cases of sleeping sickness, of visceral leishmaniasis in South-East Asia and also of Buruli ulcer. The report also considers vector control strategies and discusses the importance of the draft WHO Global Vector Control Response 2017-2030. It argues that veterinary public health requires a multifaceted approach across the human-animal interface as well as a multisectoral program of work to protect and improve the physical, mental and social well-being of humans, including veterinary, water, sanitation and hygiene. Integration of activities and interventions into broader health systems is crucial, and despite challenges, has the potential to accelerate progress towards universal health coverage while advancing the 2030 Agenda. In short, this report drives the message home that "no one must be left behind."
