Regulatory Reform and Competitiveness in Europe: Vertical issues by Giampaolo Galli,Jacques Pelkmans Pdf
The second of two volumes, this text discusses the vertical issues involved in regulatory reform. The contributors describe in detail the regulatory reforms which are needed or have been initiated in nine major industrial sectors, including automobiles, textiles and clothing, retail trade, chemicals, banking, road transport, telecoms, electricity and (scheduled) air transport. They argue that regulatory reform can, more often than not, help improve the competitiveness of companies while generating net growth effects for the European Union as a whole.

Saving the Royal Mail's universal postal service in the digital age by Richard Hooper,Great BritainDepartment for Business, Innovation and Skills Pdf
The Coalition Government asked Richard Hooper to update the 2008 report "Modernise or decline: policies to maintain the universal postal service in the United Kingdom" (Cm. 7529, 2008, ISBN 9780101752923). He finds the universal postal service still under serious threat, with most of the original causes for concern having got worse: the market and Royal Mail's market share continue to decline; the company has still not modernised sufficiently; the accounting pension deficit has grown from £2.9bn to £8.0bn; the current regulatory regime is not fit for purpose. The 2008 recommendation that private sector capital is required by Royal Mail is reiterated, for several reasons. The company is unlikely to generate sufficient cash to finance the modernisation required. Private sector capital will inject private sector disciplines and reduce the risk of political intervention in commercial decisions. And the state of the public finances means that Royal Mail will find it harder to compete for Government capital against other public spending priorities. But private capital will not be attracted without action on the pension deficit and the regulatory regime. The historic pension deficit should be taken over by the public purse. A new regulatory framework must be created that increases certainly for investors in the postal services sector in general and in Royal Mail in particular. Postcomm has recently consulted on a new framework, and this should be built upon. This update sets out the high level principles that should guide regulation, ensuring the overall burden is reduced.

Resolving Disputes in Telecommunications by R.U.S Prasad Pdf
The Indian telecommunication sector has seen far-reaching changes in the last two decades due to increasing globalization, rapid pace of technological innovations, and rising consumer demands. Myriad and complex problems have arisen as a result of these developments. Though attempts have been made to tackle these issues at the levels of policymaking, regulation, and dispute settlement, these have not been able to keep pace with the rapidly changing scenario, often leading to paralysing dispute situations. In this important and timely volume, the author focuses on the so far neglected area of dispute resolution. The work delves into the disputes arising from increased competition, heightened consumer expectations, and the need to balance competition and universal service obligation. Beginning with the theoretical underpinnings of dispute resolution, the author analyses various methods such as regulatory-based adjudication, alternative dispute resolution (ADR), and resolution by sector-specific tribunals. He compares the management and disputes resolution practices followed in countries such as the UK, France, Germany, Denmark, the USA, and Canada, to arrive at a framework for a more effective mode of dispute resolution.

Regulating eTechnologies in the European Union by Tanel Kerikmäe Pdf
The EU strategy 2020 includes ambitious plans for e-regulation that could improve Europe’s competitiveness. However, the European states have very different legal frameworks in this field. This book introduces flagship initiatives and provides a detailed overview and analysis of the current standards and latest developments, offering practical insights and guidelines for practitioners and policy-makers alike. Further, as it discusses the main areas of e-regulation, it can serve as a useful platform for university education in light of the growing need for new kinds of specialists, i.e. IT lawyers. The book concentrates on fields that are directly affected by e-regulation such as cyber-security, databases, computer programs, e-governance, IP and competition law and informatics.

Telecommunications Development in Asia by John URE Pdf
No industry has expanded faster than telecommunications, gained so many new users, added so much value, spread so rapidly to the underdeveloped areas of developing countries, done so much to close the digital divide and provide access to e-learning, e-health, and e-commerce across the countries of the Asia Pacific. Telecommunications Development in Asia provides a completely new and comprehensive analysis of the policies adopted throughout the region that have led to the explosive growth of this sector. It is a sequel to the 1995 landmark publication, John Ure (editor) Telecommunications in Asia: Policy, Planning and Development, and like the earlier volume will become a popular and indispensable guide for professionals, policy-makers and regulators working in telecommunications-related sectors. Part One of this new book is thematic. It reviews global best practices across a range of key issues facing the industry, from regulation, competition policy and the provision of universal service, to interconnection between competing networks, the management of radio spectrum for the all-important wireless communications sector, and an assessment of innovation in the telecommunications equipment market. Part Two examines markets across the Asia Pacific region, exploring the themes of Part One through in-depth country studies. Policy and regulations, industry trends and markets are uniquely placed in their historical, economic and political context. No other publication offers such comprehensive insights and understanding of the dynamic of these markets. And like the 1995 book, this one looks likely to stand the test of time.
