New studies on civil-military relations and defense policy in Brazil by Octavio Amorim Neto Pdf

"After one of the longest military regimes in Latin America's history, Brazil transitioned to democracy in 1985. It was inevitable that, from then on, the political power of the military would decline. However, the extent to which the country's armed forces would eschew politics was never clear, given the vast role it had always played in domestic affairs since the onset of the republic in 1889."

The Military in Politics by Alfred C. Stepan Pdf

The nature of the military institution in Brazil, its relations with civilian governments up to 1964, and its use of power since the coup of that year are examined by Alfred Stepan. Throughout his study, while looking at the Brazilian experience, he tests and reformulates implicit and explicit models, propositions, and middle-range hypotheses in the literature of civil-military relations and in political development theory. Professor Stepan's analysis suggests that many of the expectations and hypotheses held by theoreticians and policymakers about the capabilities of the military in modernization need to be seriously qualified. His discussion of the socio-economic origins and career patterns of the officer corps and of the ideological changes within the Brazilian army makes extensive and systematic use of previously unexploited data: Brazilian military academy files, editorials, interviews with military and civilian leaders. Throughout, the experiences of Asian and African countries are compared to that of Brazil, thus providing a wide comparative framework. Contents: PART I: The Military in Politics: The Institutional Background. 1. Military Organizational Unity and National Orientation: Hypotheses and Qualifications. 2. Reforming Civil-Military Relations in New Democracies by Aurel Croissant,David Kuehn Pdf

This book addresses the challenge of reforming defense and military policy-making in newly democratized nations. By tracing the development of civil-military relations in various new democracies from a comparative perspective, it links two bodies of scholarship that thus far have remained largely separate: the study of emerging (or failed) civilian control over armed forces on the one hand; and work on the roots and causes of military effectiveness to guarantee the protection and security of citizens on the other. The empirical and theoretical findings presented here will appeal to scholars of civil-military relations, democratization and security issues, as well as to defense policy-makers.

The Role of the Armed Forces in the Americas by Donald E. Schulz Pdf

In November 1997, the United States Army War College joined with the U.S. Southern Command, the Inter-American Defense Board, the National Guard Bureau, and the Latin American Consortium of the University of New Mexico and New Mexico State University to cosponsor a conference entitled .The Role of the Armed Forces in the Americas: Civil-Military Relations for the 21st Century.. The meeting was held from 3 to 6 November in Santa Fé, New Mexico, and was hosted by the New Mexico National Guard. The conference brought together over 150 prominent civilian governmental and military leaders and some of the most noted scholars from throughout the Americas. It was designed to support the Commander-in-Chief, U.S. Southern Command's objectives of strengthening democratic institutions, assisting nations in eliminating threats to their security, supporting economic and social progress, and enhancing military professionalism. In addition, the meeting sought to promote the Army Chief of Staff.s goals of conflict prevention through peacetime engagement, strategic outreach to organizations and institutions outside the Department of Defense, and the enhancement of Active and Reserve component integration. Included in this publication are the papers and speeches delivered at the conference, rapporteurs-synopses of the working group discussions and an analysis, with recommendations, of the implications for civil-military relations and U.S. policy. These presentations, the level and scope of participation, the candor of the dialogue, the outstanding support provided by our cosponsors, and the charming atmosphere of Santa Fé all contributed to making the meeting a success. The U.S. Army War College extends sincere appreciation to General Charles E. Wilhelm, the Commander-in- Chief, U.S. Southern Command, and to Major General John C. Thompson, Chairman of the Inter-American Defense Board, and their staffs for the leadership and financial support that made the conference possible. We also recognize Lieutenant General Edward D. Baca, Chief of the National Guard Bureau; Major General William A. Navas, Jr., Director of the Army National Guard; the Adjutants General of New Mexico and Utah, and their outstanding soldiers who provided the crucial escort, logistical and interpretation support. The conference represented a joint military-civilian effort. The Governor of New Mexico, the Honorable Gary E. Johnson; his Chief of Staff, Mr. Lou Gallegos; the Santa Fé County Commission, and the City of Santa Fé permitted use of their facilities and ensured gracious hospitality during our stay in their beautiful state and city. Last, but not least, we would like to express our heartfelt gratitude to Dr. Gilbert Merkx, Mr. Theo Crevenna, Dr. José García and Ms. Vicki Madrid Nelson, from the University of New Mexico-New Mexico State University Latin American Studies Consortium for their assistance in organizing, coordinating and administering the conference. Without their help, this endeavor could not have been undertaken. Our mutual goals as neighbors in this hemisphere are to promote democracy, preserve the peace, and provide for our nations. common security in the 21st century. We hope this conference will be but one step on the path toward those objectives.

Brazilian Civil - Military Relations by Naval Postgraduate Naval Postgraduate School Pdf

Brazil transitioned to democracy from an authoritarian military regime just over twenty six years ago, yet is still struggling to subject the military to effective civilian control. This retraces the evolution of civil-military relations through three significant events that have shaped the current state of civil-military relations and complicated defense reforms in Brazil. First, the transition to democracy, a tenuous and complicated task, was further complicated by the death of the president elect thus weakening the position of the newly elected civilian government. Second, the military successfully contested attempts to establish a Ministry of Defense for the first decade of the democracy thus prolonging efforts at reform. Lastly, civilian's apathy and ignorance toward the military, perpetuated by a series of weak and ill prepared Ministers of Defense, further delayed progression beyond the status quo.

State and Soldier in Latin America by Wendy Hunter Pdf

Recent years have given rise to an intense debate about the boundaries and appropriate missions of Latin America's armed forces. This report examines the efforts of civilian leaders in Latin America to identify missions for their militaries appropriate to both the security environment of the post-Cold War era and to civil-military relations in a democracy, and to provide ways militaries will effectively adopt these missions. It also analyses the implications for democracy and civilian control of specific roles for the armed forces that are either under consideration or already underway in Argentina, Brazil, and Chile.

The National Security Doctrine and Policies of the Brazilian Government by Wayne A. Selcher Pdf

The authoritarian military regime which has governed Brazil since 1964 is guided by a philosophy referred to as the 'national security doctrine, ' which conditions the leadership's view of the world and how it defines the domestic and international interest and priorities of Brazil. Its origins, contents, diffusion, and impact on society is central to an understanding of civilian-military relations and the formulation of policy in Brazil today. (Author).

Brazil's National Defense Strategy by Naval Postgraduate Naval Postgraduate School Pdf

This book analyzes the factors that have contributed to the reshaping of Brazil's national defense strategy. It addresses the role of geopolitics, the impact of regional economic integration through Mercosur, renewed nationalism, and the uncertain political realities facing Brazil in the 1990s. Further sections review the historical role of the Brazilian armed forces, the fading importance of the Superior War College, the new civil-military relationships, and the concept of strategic planning in Brazil. Lastly, it examines the dilemma facing Brazil's armed forces in attempting to move from an internal to external security orientation. It discusses the military mission to develop and integrate the Amazon, and argues that this nation-building mission is in its final phase. In assessing the implications of all these factors, the study concludes that Brazil is restructuring its military strategy to demonstrate sovereignty in the Amazon while aspiring to occupy the role of regional hegemon.

Debating Civil-Military Relations in Latin America by David R Mares,Rafael Martinez Pdf

The study of civil-military relations in Latin America produced a rich debate and research agenda prior to 2000. But this agenda was largely abandoned during the past decade as the spectre of military dictatorship has virtually disappeared, with the political role of the military in many countries dramatically diminished. Indeed, in no country that has initiated a process of holding the military accountable to civilian control has the military openly rebelled. Yet, the institutions and public attitudes that guarantee democratic civilian control of the military exist in a general context of political polarisation, citizen insecurity and in many countries a sense of developing ungovernability. The military coup in Honduras (2009), the military response to the police rebellion in Ecuador (2010), and the speculation concerning the Venezuelan military's behaviour in the event that Hugo Chavez is incapacitated or dies (2013), demonstrates the relevance and importance of the civil-military relationship today. In this volume leading scholars from Latin America, the U.S. and Spain debate the ability of contemporary Latin American civil-military relationships to weather these challenges. The authors examine new types of regimes (the rise of participatory democracy), new political orientations (the renaissance of the Left in Latin America), and new missions for the military. Debate centres on the indicators to evaluate the level of consolidation of civilian control, the manner in which these indicators are measured, and the empirical ambiguities that arise. These challenges must be confronted in order to effectively address the question of how much progress has been made in the region in subordinating the military to civilian control, which countries are lagging behind, and why. Military Missions in Democratic Latin America by David Pion-Berlin Pdf

This book demonstrates through country case studies that, contrary to received wisdom, Latin American militaries can contribute productively, but under select conditions, to non-traditional missions of internal security, disaster relief, and social programs. Latin American soldiers are rarely at war, but have been called upon to perform these missions in both lethal and non-lethal ways. Is this beneficial to their societies or should the armed forces be left in the barracks? As inherently conservative institutions, they are at their best, the author demonstrates, when tasked with missions that draw on pre-existing organizational strengths that can be utilized in appropriate and humane ways. They are at a disadvantage when forced to reinvent themselves. Ultimately, it is governments that must choose whether or not to deploy soldiers, and they should do so, based on a pragmatic assessment of the severity and urgency of the problem, the capacity of the military to effectively respond, and the availability of alternative solutions.
