While remaining a marginal phenomenon in the Nordic countries, platform work can be seen as one important case in which many key aspects of the changing world of work coalesce. This report presents a preliminary knowledge status about implications of the sharing economy for labour markets and employment relations in the Nordic countries. It also reviews how the Nordic countries and their social partners approach the sharing economy and issues relating, amongst other, to its legality, regulation, taxation, and terms of competition. There is so far scant supply of statistics, data and research in this field. The employment potentials and consequences of the sharing economy will, amongst other, depend on the governments’ and the organized actors’ responses to these challenges. Currently, all the actors seem to be in a phase of knowledge gathering and deliberation of possible policy options, cautiously avoiding taking steps that might obstruct the development of the sharing economy.

However, the recent development in non-standard work (NSW) may challenge these institutions. In this TemaNord report, we analyse the recent development of NSW within the context of the Nordic models. We draw on Nordic Labour Force Survey data to map the recent development in the well-known forms of NSW, and through in-depth case studies, we explore emerging NSW practices and policy responses. There has been a fairly stable development in NSW across the Nordics, but the sector specific statistics and case studies display significant changes beneath this still surface. We find examples of novel policy responses to these developments, but the corona crisis also revealed gaps in the Nordic social- and employment protection regarding emerging forms of NSW.

The purpose of this report is to provide a description of the vulnerable groups in the Nordic labour markets and analyse differences in labour force participation among these groups. We find that no country outshines all the others regarding labour force participation for these vulnerable groups. This highlights the fact that cross-country learning and collaboration can be fruitful in the future. In the forthcoming phases of this project, we will identify relevant barriers that lead to labour market exclusion and develop a method to group people, according to these barriers. The aim is to formulate policy recommendations to improve the labour market attachment among vulnerable groups.

Abstract: Two years after the enlargement of the EU a certain pattern has emerged in the labour migration streams from the new EU member states to the Nordic countries. Individual labour migration is growing, but varies strongly among the Nordic countries. Labour mobility related to services has increased strongly, and seems to exceed regular labour migration in key sectors. In a context of strong growth and emerging labour shortages, the Nordic economies and labour markets have clearly benefited from the growing influx of labour but also faced new challenges in terms of regulation, enforcement and control of working conditions for posted workers. At the European level the implementation of the Posting of Workers Directive 96/71/EC is under evaluation, the Laval/Vaxholm case is pending in the European Court of Justice, and the proposed Services Directive accentuates questions concerning the control of conditions for posted workers. In parallel, several Nordic and other European countries have repealed the transitional arrangements for individual labour migration, and many other countries have signalled a gradual lifting of their arrangements until 2009. Also these changes will confront parts of Nordic working life with demanding tasks in securing equal treatment for foreign workers. The purpose of this report is to give an overview of the development in the Nordic labour markets during the first two years after EU enlargement, and sketch some of the main challenges the Nordic labour market models are facing in the open European labour market. The report is prepared on the basis of the cooperation within a Contact Group under the Labour Market Committee of the Nordic Council of Ministers, and is written by Jon Erik Dølvik and Line Eldring (Fafo), who have coordinated the work of the Contact Group
