Available online: https://pub.norden.org/nord2022-001/ This issue of the Nordic Economic Policy Review surveys the economic repercussions of the COVID-19 pandemic and the health and economic policies introduced to minimise its impact in the Nordic countries. Although national policies were broadly similar, they also differed in many respects. Given that some enjoyed greater success than others, comparing different policies and their effects may yield valuable lessons for the future. The Nordic countries weathered the pandemic relatively well compared to most other high-income countries, both in terms of public health and economic repercussions. Infection and excess mortality rates were comparatively low in the Nordic Region, except in Sweden, where they relied more on recommendations and guidelines than mandatory measures to contain the spread of the virus. The fall in GDP was also comparatively small and short-lived in all the countries except Iceland, where tourism plays a more prominent role in the economy. Nordic Economic Policy Review (NEPR) aims to convey policy-relevant, up to date research on different economic issues. The review produces one issue per year, each time with a new topic and researchers. NEPR strives to make the latest economic research accessible to both decision-makers and a broader audience, as well as to contribute to Nordic knowledge exchange on economic policy issues and challenges.

This report examines changes over time among young adults who have experienced particular difficulties in achieving and retaining paid work in the ordinary labour market: youth with family background from non-Nordic countries and youth with disabilities in the Nordic countries. The report identifies processes and mechanisms enabling or preventing the labour market prospects of the two youth groups. The report focuses on policy measures aiming at tackling demand-side barriers to employment for the two youth groups. While available data have not made it possible to determine robust evidence of an effect (positive or negative) of the social regulation policies for the employment of vulnerable youth groups in statistical terms, the report identifies processes and mechanisms through which social regulation policies make a difference.

Instead, various policies have to be combined. The exact policy mix must depend on evaluations of the trade-offs with other policy objectives.

However, the recent development in non-standard work (NSW) may challenge these institutions. In this TemaNord report, we analyse the recent development of NSW within the context of the Nordic models. We draw on Nordic Labour Force Survey data to map the recent development in the well-known forms of NSW, and through in-depth case studies, we explore emerging NSW practices and policy responses. There has been a fairly stable development in NSW across the Nordics, but the sector specific statistics and case studies display significant changes beneath this still surface. We find examples of novel policy responses to these developments, but the corona crisis also revealed gaps in the Nordic social- and employment protection regarding emerging forms of NSW.

Abstract: The conference aimed to identify Nordic and global future of work trends including new forms of work and new technologies and production models resulting from digitalization. It pointed to challenges of ensuring adequate protection, employment opportunities and safeguarding competitiveness in the Nordic region amidst rapid technological and demographic changes. As policy responses speakers identified the need to invest in education and skills, to update policies, legislation and collective agreements to better respond to the future labour market. Furthermore they emphasised that social protection should have a broad coverage and encourage active labour market participation.
