Advancing Commercialization of Digital Products from Federal Laboratories by National Academies of Sciences Engineering and Medicine,Policy and Global Affairs,Board on Science Technology and Economic Policy,Committee on Advancing Commercialization from the Federal Laboratories Pdf
Federal laboratories play a unique role in the U.S. economy. Research and development conducted at these labs has contributed to the advancement or improvement of such key general-purpose technologies as nuclear energy, computers, the Internet, genomics, satellite navigation, the Global Positioning System, artificial intelligence, and virtual reality. Digital output from federal laboratories includes data, metadata, images, software, code, tools, databases, algorithms, and statistical models. Importantly, these digital products are nonrivalrous, meaning that unlike physical products, they can be copied at little or no cost and used by many without limit or additional cost. Advancing Commercialization of Digital Products from Federal Laboratories explores opportunities to add economic value to U.S. industry through enhanced utilization of intellectual property around digital products created at federal laboratories. This report examines the current state of commercialization of digital products developed at the federal labs and, to a limited extent, by extramural awardees, to help identify barriers to commercialization and technology transfer, taking into account differences between government-owned, contractor-operated (GOCO) and government-owned, government-operated (GOGO) federal labs.

Technology Transfer for Entrepreneurs by Clifford M. Gross,Joseph P. Allen Pdf
A toolbox for accessing federal laboratory innovations and financing the acquisition of new technologies with corporate equity, this book is also a guide to understanding the expertise of specific government laboratories. Entrepreneurs can rapidly accelerate the growth of their companies and become more competitive by acquiring federal laboratory innovations. This book is an indispensable resource for those who want access to the latest breakthrough technologies, most of which can be traced to universities and federally funded laboratories. These taxpayer-funded idea factories can and should be leveraged by companies for competitive advantage. The authors describe how the private sector can engage these labs as long-term strategic partners, as well as development partners for the ongoing, cost-effective improvement of new technologies. Jargon-free and succinct, this guide also explains how to benefit from knowledge of the current technology-transfer landscape in order to maximize this special private-public partnership. No country can equal the United States in research and development assets. But the federal government is not always as successful as it could be in using its authority to encourage such partnerships. It is therefore up to the private sector—entrepreneurs as well as established companies seeking new growth outlets-exploit the information presented here. Included is a directory of federal laboratories with a synopsis of their expertise and contact information, along with copies of the breakthrough technology-transfer legislation that has made technology transfer possible.

From Lab to Market by S.K. Kassicieh,H.R. Radosevich Pdf
The topic of this book, the commercialization of public-sector technology, continues to grow in importance in the United States and sirnilarsocieties. The issues involved are relevant to many roles including those of policy makers, managers, patent attorneys, licensing agents, and technical staff members of public technology sources. Institutions increasingly involved in the process include federal and other governmentallaboratories and their related agencies, public universities and their state governments, public and private transfer agents and, of course, all the private recipients of public technology. Scarcely a day goes by without a significant event related to technology transfer and commercialization. The popular business press is regularly carrying articles addressing the issues, explaining new initiatives and describing events of notable success or failure.[l] As an example of current important events, the Technology Reinvestment Project (TRP) is forrnu lating its initiatives totransfer public technology and promote technology-based publiclprivate partnerships as a collaboration between the Advanced Research Projects Agency (ARPA), the National Institute of Standards and Technology (NIST), the National Science Foundation (NSF) the National Aeronautics and Space Administration (NASA), and the Department of Energy, Defense Programs (DOE/DP).
