On Point II: Transition to the New Campaign is the next volume in the US Army's series of studies focused on its operations in Iraq. The first volume, On Point: The United States Army in Operation Iraqi Freedom, showcased Army operations in the decisive maneuver phase of Operation IRAQI FREEDOM (OIF) through April 2003. On Point II begins with President George W. Bush's announcement of the end of major combat on 1 May 2003 and follows the Army's operations through the January 2005 Iraqi elections. In many ways, On Point II is a book the Army did not expect to write because numerous observers, military leaders, and government officials believed, in the euphoria of early April 2003, that US objectives had been achieved and military forces could quickly redeploy out of Iraq. Clearly, those hopes were premature. Like the first volume, On Point II will focus on the US Army within the context of a combined joint campaign and will also chronicle and analyze the Army's efforts across the spectrum of conflict to create a secure and prosperous Iraq. These two volumes share the crucial purpose of telling the US Army's story in OIF, a task that is challenging because of the contemporary nature of the events under scrutiny. As the authors of the first On Point stated in their Preface, "Interpreting history is difficult; interpreting ongoing events is even more difficult." Additionally, just as On Point was not the definitive history of the first phases of OIF, On Point II is not the seminal history of the Army's struggle to transition from decisive combat operations to a new type of campaign in Iraq. More will be written in the future, and readers will come to understand the events of OIF better as time passes; however, for those Soldiers engaged in future campaigns involving full spectrum operations, On Point II will provide initial insights into the Army's experience in OIF. The invasion and occupation of Iraq rank among the most controversial and complex issues in international law in recent history. This book presents the U.S. Army Asymmetric Warfare Group (AWG) as an example of successful change by the Army in wartime. It argues that creating the AWG required senior leaders to create a vision differing from the Army’s self-conceptualization, change bureaucratic processes to turn the vision into an actual unit, and then place the new unit in the hands of uniquely qualified leaders to build and sustain it. In doing this, it considers the forces influencing change within the Army and argues the two most significant are its self-conceptualization and institutional bureaucracy. The work explores three major subject areas that provide historical context. The first is the Army’s institutional history from the early 1950s through 2001. This period begins with the Army seeking to validate its place in America’s national security strategy and ends with the Army trying to chart a path into the post-Cold War future. The Army’s history is largely one of asymmetric warfare. The work thus examines several campaigns that offered lessons for subsequent wars. Some lessons the Army took to heart, others it ignored. As the AWG was a direct outgrowth of the failures and frustrations the Army experienced in Afghanistan and Iraq, the book examines these campaigns and identifies the specific problems that led senior Army leaders to create the AWG. Finally, the work chronicles the AWG’s creation in 2006, growth, and re-assignment from the Army staff to a fully-fledged organization subordinate to the U.S. Army Training and Doctrine Command in 2011 to its deactivation. This action resulted not from the unit’s failure to adapt to a post-insurgency Army focusing on modernization. During Operation IRAQI FREEDOM I (OIF I), U.S. soldiers waged a desperate war against a growing insurgency. Mounting U.S. casualties became the catalyst for a hidden “war within the war.” Arrayed on one side of this secret conflict were leaders who believed that the “ends justify the means.” Opposing this camp were those who believed that U.S. soldiers do not torture because of the higher ideals to which all Americans should subscribe. This clandestine conflict was waged at every level of command, from the fields of Iraq to Washington, D.C. In this history, the adverse influence of the ends-justify-the-means camp in Iraq is charted. Conversely, interrogation operations within the largest division task force and brigade combat team of OIF I are explored to explain why most interrogators treated detainees humanely. Those deficiencies of Army doctrine, force structure, and training that enabled harsh interrogation policies to sometimes trump traditional virtues are explained. Lastly, the Army’s recent dramatic improvements with regard to interrogations are summarized and still-existing deficiencies are noted. This history concludes that the damage done by abusive interrogations will be felt for years to come—and that much work still needs to be done to ensure such damage never recurs.
