Democratic theory considers it fundamental for parties in government to be both responsive to their electorate and responsible to internal and international constraints. But recently these two roles have become more and more incompatible with Mair’s growing divide in European party systems between parties which claim to represent, but don’t deliver, and those which deliver, but are no longer seen to represent truer than ever. This book contains a qualitative and quantitative analysis of the behaviour of the opposition parties in eleven European democracies across Western and East Central Europe. Specifically, it investigates the parliamentary behaviour of the opposition parties, and shows that the party context is increasingly diverse. It demonstrates the emergence of two distinct types of opposition: one more cooperative, carried out by the mainstream parties (those with government aspirations), and one more adversarial focusing on government scrutiny rather than on policy alternatives (parties permanently excluded from power). It systematically and analytically explores the sources of their behaviour, whilst acknowledging that opposition is broader than its mere parliamentary behaviour. Finally, it considers the European agenda and the economic crisis as two possible intervening variables that might have an impact on the opposition parties’ behaviour and the government-opposition relations. As such, it responds to questions that are major concerns for the European democracies of the new millennium. Are election campaigns relevant to policymaking, as they should in a democracy? This book sheds new light on this central democratic concern based on an ambitious study of democratic mandates through the lens of agenda-setting in five West European countries since the 1980s. The authors develop and test a new model bridging studies of party competition, pledge fulfillment, and policymaking. The core argument is that electoral priorities are a major factor shaping policy agendas, but mandates should not be mistaken as partisan. Parties are like 'snakes in tunnels': they have distinctive priorities, but they need to respond to emerging problems and their competitors' priorities, resulting in considerable cross-partisan overlap. The 'tunnel of attention' remains constraining in the policymaking arena, especially when opposition parties have resources to press governing parties to act on the campaign priorities. This key aspect of mandate responsiveness has been neglected so far, because in traditional models of mandate representation, party platforms are conceived as a set of distinctive priorities, whose agenda-setting impact ultimately depends on the institutional capacity of the parties in office. Rather differently, this book suggests that counter-majoritarian institutions and windows for opposition parties generate key incentives to stick to the mandate. It shows that these findings hold across five very different democracies: Denmark, France, Germany, Italy, and the UK. The results contribute to a renewal of mandate theories of representation and lead to question the idea underlying much of the comparative politics literature that majoritarian systems are more responsive than consensual ones.

As long as far-right parties—known chiefly for their vehement opposition to immigration—have competed in contemporary Western Europe, many have worried about these parties’ acceptability to democratic voters and mainstream parties. Yet, rather than treating the far right as pariahs, major mainstream-right parties have included the far right in 15 governing coalitions from 1994 to 2017. Parties do not care equally about all issues at any given time, and Kimberly Twist demonstrates that far-right parties will agree to support the mainstream right’s goals more readily than many other parties, making them appealing partners. Partnering with Extremists builds on existing work on coalition formation and party goals to propose a theory of coalition formation that works across countries and over time. The evidence comes from 19 case studies of coalition formation in Austria and the Netherlands, countries where far-right parties have been excluded when they could have been included and included when the mainstream right had other options. The argument is then extended to countries where coalitions are less common, France and the United Kingdom, and to cases of mainstream-right adoption of far-right themes. Twist incorporates both office and policy considerations in her argument and reimagines “policy” to be a two-dimensional factor; it matters not just where parties are located on an issue but how firmly they hold those positions.
