Properly managed Marine Conservation Zones will protect marine life the UK's coastal waters and ensure the fishing industry has a sustainable long- term future. The Government is currently letting the project flounder while sensitive environments are further degraded and the industry is subjected to further uncertainty. It has been over three years since the Marine and Coastal Access Act was passed, with cross-party consensus that Marine Conservation Zones were necessary and has widespread public support. Despite this, the designation process has been repeatedly delayed and Marine Conservation Zones have become increasingly controversial. 127 Marine Conservation Zones have been proposed, but Defra has consulted on only 31 of these, without setting out the zone selection process, when these would be implemented or exactly how they would be managed. The Committee welcomes the publication of the Marine Science Strategy and establishment of the Marine Science Coordination Committee. However, it notes concerns about the effectiveness of these measures and highlights the risk that changes to funding mechanisms could undermine support for long-term strategic marine science. It is also recognised that the Natural Environment Research Council is currently operating with inadequate resources, but it should consider the impact that restructuring its research funding has had on its support for strategic marine science. The Committee recommended there should be a duty on commercial operations to share the data they collect. It is concerning that funding for important long-term monitoring programmes remains opportunistic and piecemeal. Developments in technologies such as autonomous underwater vehicles could dramatically alter the way in which marine data is collected

Anthropogenic transformation of the coastal zone continues at a steady pace, especially in the developing maritime countries, where coastal resources are often crucial to national economies. The 1992 Rio de Janeiro UN Conference on Environment and Development recognized the expediency of an integrated and sustainable use of all coastal resources, functions and services grounded on sound scientific data. The present volume is based on the 1994 international workshop Integrated Coastal Zone Management, and brings together contributions by leading specialists both on basic concepts and on applications of coastal management. The work is divided into six parts, dealing with the conceptual framework of ICZM; regional and global aspects of coastal management; environmental assessment in ICZM; capacity building and technology transfer; monitoring and environmental analysis; and case studies and status of ICZM plans. The book also incorporates an interactive ICZM planning module, COSMO, which can be of use in designing a management plan for a coast. Attention is also given to long-term environmental effects of present-day actions. As appreciation of the interdisciplinary and multidimensional character of environmental issues has increased, there have been attempts to address regional needs more directly. One of these, the Regional Marine Research Program (RMRP), was established by Congress in 1990 to provide a mechanism to fund coastal marine research based on regionally-defined priorities. The RMRP legislation established a system of nine regional marine research boards around the United States. Each board was responsible for planning marine research to address issues of water quality and ecosystem health on a regional scale. Although all nine regions received funding for planning activities and development of a research plan, only the Gulf of Maine RMRP received funding for program implementation. The completion of the Gulf of Maine program, in 1997, presents an opportunity to evaluate whether the process for planning and managing the Gulf of Maine research was adequate, whether the research fulfilled the goals of the program, and whether this experience should serve as a model for similar regional programs elsewhere. Bridging Boundaries through Regional Marine Research is a study of the RMRP, with a specific review of the Gulf of Maine program as well as an assessment of other modesl for regional marine research. This report assesses the need for regional marine research,reviews processes by which regional marine research needs can be defined, and discusses existing programs for regional marine research in the United States. It also identifies short- and long-term approaches that might be taken by NOAA.

The United States has jurisdiction over 3.4 million square miles of ocean in its exclusive economic zone, a size exceeding the combined land area of the 50 states. This expansive marine area represents a prime national domain for activities such as maritime transportation, national security, energy and mineral extraction, fisheries and aquaculture, and tourism and recreation. However, it also carries with it the threat of damaging and outbreaks of waterborne pathogens. The 2010 Gulf of Mexico Deepwater Horizon oil spill and the 2011 Japanese earthquake and tsunami are vivid reminders that ocean activities and processes have direct human implications both nationally and worldwide, understanding of the ocean system is still incomplete, and ocean research infrastructure is needed to support both fundamental research and societal priorities. Given current struggles to maintain, operate, and upgrade major infrastructure elements while maintaining a robust research portfolio, a strategic plan is needed for future investments to ensure that new facilities provide the greatest value, least redundancy, and highest efficiency in terms of operation and flexibility to incorporate new technological advances. Critical Infrastructure for Ocean Research and Societal Needs in 2030 identifies major research questions anticipated to be at the forefront of ocean science in 2030 based on national and international assessments, input from the worldwide scientific community, and ongoing research planning activities. This report defines categories of infrastructure that should be included in planning for the nation's ocean research infrastructure of 2030 and that will be required to answer the major research questions of the future. Critical Infrastructure for Ocean Research and Societal Needs in 2030 provides advice on the criteria and processes that could be used to set priorities for the development of new ocean infrastructure or replacement of existing facilities.
