Potentials for forestry and political drivers in integrated rural development policy by Lukas Giessen Pdf

Making Forest Policy Work by A.I. Fraser Pdf

Policy issues relating to forestry have been the subject of much debate in recent years, and many countries and international agencies have recently, or are currently in the process, of revising their policies for forestry. Much of this debate has implied that previous policies have failed or been much less successful than had been hoped. There is a tendency to think of policy as a matter for governments, but it is now more widely appreciated that all shareholders in the forestry sector have a legitimate interest in both the policy objectives and the means that will be used to implement it. This book is mainly concerned with the process of developing policy and the subsequent implementation, than in specific content, though many of the important issues which policies must address are discussed. It is based on a review of many case studies with which the author has been personally involved over the past 40 years.

The context of REDD+ in Vietnam by Pham, T.T.,Hoang, T.L.,Nguyen, D.T.,Dao, T.L.C.,Ngo, H.C.,Pham, V.H. Pdf

Vietnam is acknowledged to be REDD+ pioneer country, having adopted REDD+ in 2009. This paper is an updated version of Vietnam’s REDD+ Country Profile which was first published by CIFOR in 2012. Our findings show that forest cover has increased since 2012, but enhancing, or even maintaining, forest quality remains a challenge. Drivers of deforestation and degradation in Vietnam, including legal and illegal logging, conversion of forest for national development goals and commercial agriculture, weak law enforcement and weak governance, have persisted since 2012 up to 2017. However, with strong political commitment, the government has made significant progress in addressing major drivers, such as the expansion of hydropower plants and rubber plantations.Since 2012, Vietnam has also signed important international treaties and agreements on trade, such as Voluntary Partnership Agreements (VPAs) through the European Union’s (EU) Forest Law Enforcement. These new policies have enhanced the role of the forestry sector within the overall national economy and provided a strong legal framework and incentives for forestuser groups and government agencies to take part in forest protection and development. Nevertheless, new market rules and international trade patterns also pose significant challenges for Vietnam, where the domestic forestry sector is characterized by state-owned companies and a large number of domestic firms that struggle to comply with these new rules. The climate change policies, national REDD+ strategy and REDD+ institutional setting has been refined and revised over time. However, uncertain and complex international requirements on REDD+ and limited funding have weakened the government’s interest in and political commitment to REDD+. REDD+ policies in Vietnam have shown significant progress in terms of its monitoring, reporting and verification (MRV) systems, forest reference emission levels (FREL), and performance-based and benefit-sharing mechanisms by taking into account lessons learnt from its national Payment for Forest Environmental Services (PFES) Scheme. Evidence also shows increasing efforts of government and international communities to ground forestry policies in a participatory decision-making processes and the progress on developing safeguarding policies in Vietnam between 2012 and 2017 affirms the government’s interest in pursuing an equitable REDD+ implementation. Policy documents have fully recognized the need to give civil society organizations (CSOs) and ethnic groups political space and include them in decision making. Yet, participation remains token. Government provision for tenure security and carbon rights for local households are still being developed, with little progress since 2012.The effectiveness of REDD+ policies in addressing drivers of deforestation and degradation has not be proven, even though the revised NRAP has recently been approved. However, the fact that drivers of deforestation and degradation are outside of the forestry sector and have a strong link to national economic development goals points to an uneasy pathway for REDD+. The business case for REDD+ in Vietnam has not been proven, due to an uncertain carbon market, increasing requirements from donors and developed countries, and high transaction and implementation costs. Current efforts toward 3Es outcomes of REDD+ could be enhanced by stronger political commitment to addressing the drivers of deforestation from all sectors, broader changes in policy framework that create both incentives and disincentives for avoiding deforestation and degradation, cross-sectoral collaboration, and committed funding from both the government and developed countries.

Cross-sectoral Policy Developments in Forestry by Yves C. Dubé,Franz Schmithüsen Pdf

This book, containing 31 chapters grouped into two parts, provides rich and multi-faceted documentation of current progress being made in creating the political, economic and social conditions indispensable for sustainable and multi-functional use of forest resources, and notes the obstacles that needs to be removed to reach this goal. The first part (chapters 1-9) introduces general and global aspects that have to be considered in the context of cross sectoral policy coordination. This include discussions on the impact of external shocks such as a sudden oil price increase on forest management, the impact of energy or trade policies on global wood markets and the role of decentralization in integrating multiple demands on forests. The second part of the book deals with regional, national and local issues of cross-sectoral policy linkages. The chapters on Africa (chapters 10-15) focus largely on the improvement of land management practices such as agroforestry, land tenure and gender issues, more integrative policies in promoting reforestation and afforestation, multiple stakeholder planning processes and external policy impacts in protecting and managing Miombo forests. In Asia (chapters 16-20), important subjects appearing in several chapters are the need to develop environmental and economic accounts for forestry, and to demonstrate more clearly the great importance of non-timber forest product linkages, road construction and population effects of forest conversion, community forest management contributions to the local and national economy, and cross-sectoral policy links in the development of mountainous areas are other issues addressed. In the Europe part (chapters 21-24); both environmental problems as well as strong trends towards developing a competitive forest and wood-processing sector determine public policy development to a considerable extent. This can be seen from leading policy scenarios that have been identified from the changes in perceptions with regard to the forest sector and from the policy issues at national level that are presented. A somewhat similar pattern of competing policy demands between resource use, industrial expansion and strong environmental demands emerges from the contributions dealing with the Americas (chapters 25-31). These chapters contain the experiences of the USA in cross-sectoral impact analysis, the lessons to be learned from the long and confliction history in managing the national forests, as well as from the resource conflicts described between forestry uses, oil and gas development and environmental protection in the boreal regions of Canada.
