Owing to the utter collapse of the Chinese army, Formosa, by the Treaty of Shimonoseki, has been handed over to the Japanese, who, after an interval of 300 years, have been able to re-occupy the island. There can be little doubt that the change of government will ultimately benefit the Japanese, the inhabitants of Formosa, and the civilised world generally, but hitherto the conquerors have not achieved any great results.
