China's desire to develop a military commensurate with its diverse interests and economic power is both legitimate and understandable. However, China's coercive approach to security is problematic and of increasing concern to the region. The challenge for USPACOM, and the reason why this volume is timely and important, is to understand how China will employ this growing military capability in support of its interests. The scholarship presented in this edition addresses the uncertainty surrounding the potential direction of the PLA by examining three distinct focus areas: Domestic, External, and Technological Drivers of PLA Modernization; Alternative Futures for the PLA; and Implications for the Region, World, and U.S.-China Relations. In the wake of the Cold War, U.S. government officials and China analysts began to discuss the possibility of an emerging 'China threat.' This thesis assesses China's military modernization program in order to determine its capability and primary intent. Four aspects of the People's Liberation Army (PLA) are examined: the history of military modernization, PLA economic activities, the PLA's modernization strategy and force utilization. Final analysis indicates that China's military modernization program is intended primarily to enhance domestic stability and economic growth and not to seek regional hegemony by force. However, there are several points of contention that may spur China to military action. Two possible areas of future conflict are Taiwan and the South China Sea. I maintain that China will probably refrain from aggression in these areas unless it feels its interests are endangered. It does not have the will or the capability to seek conflict in the region.

Stokes, assistant air attaché in Beijing from 1992-1995, offers an alternative perspective. In this study, funded by the United States Air Force Institute for National Security Studies, he outlines emerging PLA operational concepts and a range of research and development projects that appear to have been heavily influenced by U.S. and Russian writings on the RMA. Fulfillment of the PLAs vision for the 21st century could have significant repercussions for U.S. interests in the Asia-Pacific region.Major Stokes ventures into facets of PLA modernization that are often ignored. Backed by extensive documentation, he argues that the revolutionary modernization of the PRCs telecommunications infrastructure, a robust space-, air-, and ground-based sensor network, and prioritization of electronic attack systems could enable the PLA to gain information dominance in future armed conflicts around its periphery.
