In this book I have attempted to analyze the dilemmas confronting the Polish government-in-exile in London during the Second World War. My main objective has beeen to investigate the actual operation of the Polish govern ment and the overall policies of the British government vis-a-vis the Soviet Union insofar as they had a direct bearing on Anglo-Polish relations. Since the outstanding conflicts over territorial claims, and, ultimately, sovereignty, were between Poland and the Soviet Union, considerable attention has been devoted to the relationship between the Polish and Soviet governments during a most trying and difficult period of inter-Allied diplomacy. This work covers the period of operation of the Polish government on British soil until the resignation of Prime Minister Stanislaw Mikolajczyk in November 1944. Although Great Britain did not withdraw diplomatic recognition from the Polish government until July 1945, the Arciszewski government, formed after Mikolajczyk's resignation, was generally ignored by Great Britain. As with all subsequent governments, including that which exists today, Arciszewski's government functioned primarily as the voice of Poland in the West - a government of protest.

The studies examine the news media in America, England, and the Soviet Union, in Nazi Germany and Fascist Italy, in the Vatican, in occupied countries like Romania, Hungary, Greece, and Poland, and in Palestine under the British Mandate. By and large, the news media in the Allied countries neglected the story, while those in Nazi-dominated countries treated news related to the Holocaust in a wholly tendentious way. Thus the press, for a variety of reasons, did not cover the Holocaust, one of the central events of the twentieth century. As this book thoroughly demonstrates, it was perhaps the greatest ethical, professional, and political failure of the news media during World War II. If the press had been more responsible, and had informed the public in the West early enough and thoroughly enough, the history of the Holocaust might have been different and millions of victims might have survived. This book examines the outcome of the British commitment to reconstitute a sovereign Polish state and establish a democratic Polish government after the Second World War. The bibliography lists the literature and State practice on the question of recognition in international law for the last two hundred years. It contains books and articles, ie. contributions to journals and other collected works such as Festschriften and Encyclopaedias, as well as (published and unpublished) theses, pamphlets, compilations of diplomatic documents and case notes. As many of the monographs on recognition in international law will not be available in all libraries, book reviews have been included in the bibliography in order to enable the user to decide whether it may be advisable to order a certain work by inter-library loan. Its 4,500 entries are arranged systematically according to subject categories in fourteen main sections. Each main section is further subdivided with ever-increasing specificity into sub-sections on codification, codification attempts, general studies, studies of certain recognition questions and studies of specific recognition cases. The bibliography employs a broad meaning of recognition. It is not restricted to the question of status of an authority or entity in international law but encompasses also the question of relations with it. As many of the recognition cases must be considered, and can only be understood, against their historic, political and sometimes even economic background, the bibliography includes not only purely legal treaties but also publications of a primarily historical, political or economic content which incidentally deal with aspects of recognition in international law. This is reflected by the titles of the 730 journals from more than 50 countries in 20 different languages which have been used to compile the bibliography.
