Policing the World without a World Police. Assessing the Conditions of International Police Cooperation by Ron Böhler Pdf

Seminar paper from the year 2010 in the subject Politics - International Politics - Topic: International Organisations, grade: 2.0, , language: English, abstract: In a speech in 2006, the Secretary General of the International Criminal Police Organization (ICPO) referred to Interpol as ‘the world’s largest international police organization, the world’s only global police organization, and the world’s most effective international police body’. With 188 member countries the ICPO is the second largest international organization after the United Nations , based on intergovernmental cooperation between domestic law enforcement services, the so called National Central Bureaus (NCB). In times when transnational (organized) crime and terrorism increase exceedingly through globalization and the internationalization of transportation and communication systems as well as international trade, the global role of Interpol and the need to react rapidly and effectively emerge as well. Whenever two or more countries are involved in a criminal act, it is a matter of the International Criminal Police Organization. National police agencies adopt a double role: As a states executive branch they are not fully independent from political interventions. The national justice system and the securing of civil society are subjects to the state in order to control social violence and destruction, and to protect the citizens from victimization in the domestic arena. In short: It is a matter of state sovereignty. Related to the international level and the membership in Interpol, the police can instead not be equated with national governments. The NCBs are the `key element[s] in the day-to-day performance of the tasks identified with Interpol ́ and are consequently political actors in international relations.

International Police Cooperation by Frederic Lemieux Pdf

The globalization of threats and the complexity of international security issues represents a greater challenge for international policing in (re)shaping inter-agency interaction, and makes effective international police cooperation more necessary than ever before. This book sets out to analyse the key emerging issues and theory and practice of international police cooperation. Paying special attention to the factors that have contributed to the effective working of police cooperation in practice and the problems that are encountered, this book brings together original research that examines opportunities and initiatives undertaken by agencies (practices and processes introduced) as well as the impact of external legal, political, and economical pressures. Contributors explore emerging initiatives and new challenges in several contexts at both national and international levels. They adopt a diversity of approaches and theoretical frameworks to reach a broader understanding of current and future issues in police cooperation. Forms of police cooperation and trends in crime control are examined, drawing upon the following disciplines: criminology, ethics, organizational science, political science, and sociology.

Global Policing by Ben Bowling,James Sheptycki Pdf

In the transitional networked society, police power is no longer constrained by the borders of the nation state. It has globalised. Global Policing shows how security threats have been constructed by powerful actors to justify the creation of a new global policing architecture and how the subculture of policing shapes the world system. Demonstrating how a theory of global policing is central to understanding global governance, the text explores: - the ′new security agenda′ focused on serious organised crime and terrorism and how this is transforming policing - the creation of global organisations such as Interpol, regional entities such as Europol, and national policing agencies with a transnational reach - the subculture of the ′global cops′, blurring boundaries between police, private security, military and secret intelligence agencies - the reality of transnational policing on the ground, its effectiveness, legitimacy, accountability and future development. Written by two leading international experts who bring cutting-edge theoretical debates to life with case studies and examples, Global Policing will prove captivating reading for students and scholars in criminology, criminal justice, international relations, law and sociology.

Policing the World by Malcolm Anderson Pdf

Interpol, the oldest and best-known institution fostering cooperation among the police forces of the world, tackles drug trafficking, terrorism, and other modern day criminal activities. Recently, however, speculation has arisen: is it the most effective organization for today's global conditions, or should it be supplanted by new arrangements? In this first scholarly study of Interpol, and of other contemporary forms of police cooperation across national boundaries, Anderson discusses the proliferation of different forms of cooperation, such as the exchange of intelligence about crimes and criminals and joint surveillance of suspects and the investigation of crimes. Recognizing that contact between police forces of sovereign independent states has always been sensitive, he analyzes uncertainty as to the extent of police cooperation, and examines the shadowy role of security forces and the influence of different forms of training on police attitudes.

Policing Global Regions by Saskia Hufnagel Pdf

This book provides a stocktake and comparative socio-legal analysis of law enforcement cooperation strategies in four different regions of the world: the European Union (EU), North America, Greater China and Australasia. The work analyses law enforcement cooperation mechanisms within the socio-legal framework of global normmaking. The strategies addressed range from legal frameworks facilitating cooperation to formal and informal police networks and cooperation practices. The study also takes into account crime-specific engagement, for example campaigns focusing on drug crimes, terrorism, financial crime, kidnappings and other offences. It explores challenges in policing practice and human rights protection in each region that could be countered by existing strategies in another. As regions usually develop more advanced cooperation mechanisms than exist at a global scale, strategies found in the former could help find solutions for the latter. To map existing strategies and assess their impact on both human rights and policing practice this study relies on an assessment of the primary and secondary literature sources in each region as well as interviews with practitioners ranging from senior police officers to prosecutors, government officials, customs and military staff. This book presents a valuable resource for academics and postgraduate students, as well as policing and criminal justice practitioners, government officials and policy makers.

Policing Major Events by James F. Albrecht,Martha Christine Dow,Dilip K. Das,Darryl Plecas Pdf

Whenever a major event requires police intervention, questions are raised about the nature of the police response. Could the police have prevented the conflict, been better prepared, reacted more quickly? Could they have acted more forcefully or brought the altercation under control more effectively? Based upon real case studies of events from all over the world, this volume explores the complex set of factors comprising the policing of major events. Topics covered include: Police procedures in Serbia in response to sporting events and violence The 2010 World Cup in South Africa as a model of best practice in governance structures, along with the region's struggles in routine policing initiatives Security operations at the 2010 Winter Olympic Games in Canada and the Summer Olympic and Paralympic Games in London in 2012 Community involvement to curb terrorist insurgency in North Eastern Nigeria Governmental response to Hurricane Katrina in Louisiana and Texas Revisions made to NYPD protocols following the September 11 attacks Policing strategies for major events on Aboriginal and tribal lands across Canada Other topics include the police/protestor relationship and low-profile versus high-profile policing strategies in crowd control, the growing strategy of private security in working with public police forces, and enhancing public safety in post-conflict regions. The concepts presented in Policing Major Events: Perspectives from Around the World will enable police departments to improve their readiness for policing major events across a diverse set of events and socio-political contexts. This book is a co-publication with the International Police Executive Symposium.
