The Cold War in Europe and Asia has lastingly affected the postwar reconciliation processes: Korea and Germany remained divided into two countries, Japan evolved into the closest ally of its past enemy, and Poland, which was among the Allies of World War II, was left under the influence of the Soviet Union. In view of their complicated postwar history, these countries can serve as examples for comparison of the postwar reconciliation processes. This book addresses the case of Central Europe and East Asia - regions which suffered from war atrocities and still have to cope with their war experiences. The aim is to identify tools to implement a strategy of rapprochement between past enemies who need to find solutions for their coexistence in the contemporary world.
Although it was characterized by simmering international tensions, the early Cold War also witnessed dramatic instances of reconciliation between states, as former antagonists rebuilt political, economic, and cultural ties in the wake of the Second World War. And such efforts were not confined to official diplomacy, as this study of postwar rapprochement between Poland and West Germany demonstrates. Drawing on a wide range of sources, Peace at All Costs follows Polish and German non-state activists who attempted to establish dialogue in the 1950s and 1960s, showing how they achieved modest successes and media attention at the cost of more nuanced approaches to their national histories and identities.

Germany, which brutalized its neighbors in Europe for centuries, has mostly escaped the ghosts of the past, while Japan remains haunted in Asia. The most common explanation for this difference is that Germany knows better how to apologize; Japan is viewed as “impenitent.” Walter F. Hatch rejects the conventional wisdom and argues that Germany has achieved reconciliation with neighbors by showing that it can be a trustworthy partner in regional institutions like the European Union and NATO; Japan has never been given that opportunity (by its dominant partner, the U.S.) to demonstrate such an ability to cooperate. This book rigorously defends the argument that political cooperation—not discourse or economic exchange—best explains Germany’s relative success and Japan’s relative failure in achieving reconciliation with neighbors brutalized by each regional power in the past. It uses paired case studies (Germany-France and Japan-South Korea; Germany-Poland and Japan-China) to gauge the effect of these competing variables on public opinion over time. With numerous charts, each of the four empirical chapters illustrates the powerful causal relationship between institution building and interstate reconciliation.
Why have some former enemy countries established durable peace while others remain mired in animosity? When and how does historical memory matter in post-conflict interstate relations? Focusing on two case studies, Yinan He argues that the key to interstate reconciliation is the harmonization of national memories. Conversely, memory divergence resulting from national mythmaking harms long-term prospects for reconciliation. After WWII, Sino-Japanese and West German-Polish relations were both antagonized by the Cold War structure, and pernicious myths prevailed in national collective memory. In the 1970s, China and Japan brushed aside historical legacy for immediate diplomatic normalization. But the progress of reconciliation was soon impeded from the 1980s by elite mythmaking practices that stressed historical animosities. Conversely, from the 1970s West Germany and Poland began to de-mythify war history and narrowed their memory gap through restitution measures and textbook cooperation, paving the way for significant progress toward reconciliation after the Cold War.

Governments increasingly offer or demand apologies for past human rights abuses, and it is widely believed that such expressions of contrition are necessary to promote reconciliation between former adversaries. The post-World War II experiences of Japan and Germany suggest that international apologies have powerful healing effects when they are offered, and poisonous effects when withheld. West Germany made extensive efforts to atone for wartime crimes-formal apologies, monuments to victims of the Nazis, and candid history textbooks; Bonn successfully reconciled with its wartime enemies. By contrast, Tokyo has made few and unsatisfying apologies and approves school textbooks that whitewash wartime atrocities. Japanese leaders worship at the Yasukuni Shrine, which honors war criminals among Japan's war dead. Relations between Japan and its neighbors remain tense. Examining the cases of South Korean relations with Japan and of French relations with Germany, Jennifer Lind demonstrates that denials of past atrocities fuel distrust and inhibit international reconciliation. In Sorry States, she argues that a country's acknowledgment of past misdeeds is essential for promoting trust and reconciliation after war. However, Lind challenges the conventional wisdom by showing that many countries have been able to reconcile without much in the way of apologies or reparations. Contrition can be highly controversial and is likely to cause a domestic backlash that alarms—rather than assuages—outside observers.
