Despite the entrance of emerging powers and new forms of aid, trade and investment, international political-economic practices still support well-established systems of capital accumulation, to the detriment of the global South. Global asymmetrical accumulation is maintained by ‘affective’ (consent-forming hegemonic practices) and ‘infrastructural’ (uneven economic exchanges) labours and by power networks. The message for developing countries is that ‘robust’ GBMs can facilitate human development and development is constrained by spatiotemporal limitations. This work theorizes that aid and foreign direct investment should be viewed with caution and that in the global South these investments should not automatically be assumed to be drivers of development.

This book is about imperialism-driven globalization, its historic impact on Africa, Latin America, and Asia, and, over time, the varied responses of the national political units and regional entities in these continents to the challenges of building countervailing power and laying foundations for independent development. Where genuine recovery and empowerment have emerged, this has been the result not only of the pursuit of “dignitalist” political and economic values that emphasize robust and sustained productivity geared toward uplifting the living standards and dignity of all the members of the national society, but also of the creation of indigenous institutions whose relations with the external world are defined by equality rather than dependence and subordination. Opoku Agyeman argues that “dignification” is the fundamentally necessary response to imperialism’s inevitable afflictions of national/racial humiliation. It is the most crucial ingredient in the complex of motivations that propel formerly weak nation-states and regional communities to rise up and defend the honor of their people. As Mao Zedong told the world in 1949: “Ours will no longer be a nation subject to insult and humiliation. We have stood up.” This study argues emphatically that it is a country’s or region’s developed or developing capabilities, not its historic and continuing victimization or habitual dependence on “charitable aid” and other “altruistic” interventions from the “international community,” that determines its success in escaping the scourge of powerlessness and underdevelopment. It further maintains that a people who have been brought low through brutal, dehumanizing imperialism cannot bypass the need for redemptive empowerment if they wish to regain honor and a proper place in the world. Finally, it takes issue with Joseph Stiglitz, Jeffrey Sachs, and others like them whose moralistic critiques of the rapacity of imperialistic globalization carry the unfortunate implication that it is possible for a fair and just world social order to come out of incremental reforms of philanthropically-motivated developed, powerful countries, in the structure and operations of global capitalism.

This book offers a comparative lens on the contested relationship between two leading conflict resolution norms: ethnopolitical power-sharing pacts and the women, peace and security (WPS) agenda. Championed by national governments and international organizations over the last two decades, power-sharing and feminist scholars and practitioners tend to view them as opposing norms. Critics charge that power-sharing scholars cast gender as an inconsequential political identity that does not motivate people like ethnonationalism. From a feminist perspective, such thinking serves the interests of ethnicized elites while excluding women and other marginalized communities from key sites of political power. During the first half of the twentieth century, the international system was largely dominated by the USA and the colonial powers of western Europe. After the two world wars, the political and economic dominance of these states guaranteed them and their allies an almost complete control of world politics. However, as it is the norm in the international system, power structures are not immutable. After the end of the Cold War, rapid changes to the existing international hierarchies took place, as new countries from the so-called ‘‘developing world’’ began to emerge as crucial actors capable of questioning and altering the power dynamics of the world. It is therefore unthinkable to ignore emerging countries such as Russia, the People’s Republic of China, India, Brazil or South Africa in the decision-making process in today’s world order. In addition, there is a group of smaller, yet increasingly important countries that, while acknowledging their inability radically to change the rules of the international system, are still eager to shift power relations and enhance their influence in the world. Argentina, Colombia, Egypt, Indonesia, Iran, South Korea, Mexico, Nigeria, Pakistan, Saudi Arabia, Turkey and Vietnam are generally recognised as part of this grouping of emerging powers from the Global South. While there is a consensus amongst academics that emerging powers from the Global South must have a stabilising role within their own regions, previous analyses have focused primarily on the impact that emerging powers have had in their own regions’ conflict resolution initiatives. This volume, instead, aims to go beyond these analyses and provide new insights regarding the effect that this stabilising role has on the continental and global positioning of emerging powers. In other words, this book explores the relation between a country’s involvement in conflict resolution initiatives and its positioning in the international system. The volume will contribute to this approach using the perspective of academics and practitioners from countries of the Global South, particularly from states that have strengthened - or sometimes weakened - their position in the international hierarchy of power through a leading role in regional conflict resolution initiatives.
