In addition it examines some of the problems created by modern political conditions. Of these perhaps the most important is the maintenance of government where no party has a clear majority in the representative chamber. This is a problem which, owing to the rise of new parties, has to be faced in practically every democracy of the world, whether it uses a proportional or a majority system of election. Whilst there is a large measure of agreement that some change is necessary in the method of electing the House of Commons, there is some doubt as to what form the change should take. The choice would seem to lie between the alternative vote and proportional representation. Both these systems are examined, and it is hoped that the book may serve as a contribution to the discussion of electoral reform which will almost inevitably take place, both in parliament and in the nation, before the next general election.
