Ready Or Not? by Jeffrey Levi Pdf

More than 7 years after the terrorist attacks of 9/11 and the subsequent anthrax-laced mailings in Oct. of that year, and 3 years after Hurricanes Katrina and Rita devastated the Gulf Coast region, America has grown complacent about public health emergency preparedness. While significant progress has been made to better protect the country from health emergencies, funding for essential programs had been cut, putting these improvements in jeopardy. Additionally, a number of critical areas of preparedness still have significant gaps. This report assesses the level of preparedness in the states, evaluates the fed. government¿s role and performance, and offers recommendations for improving emergency preparedness. Tables and graphs.

Bioterrorism by Joseph R. Masci M.D.,Elizabeth Bass Pdf

In the battle against bioterrorism, one of the greatest challenges is finding the ideal balance between complacency and overreaction. The goal is to be so well prepared that we can prevent catastrophic outcomes in the event of a bioterrorist attack, while strengthening our ability to prevent and treat naturally-occurring infectious diseases.Bioterr

Biosecurity and Bioterrorism by Jeffrey Ryan Pdf

Biosecurity and Bioterrorism, Second Edition, takes a holistic approach to biosecurity, with coverage of pathogens, prevention, and response methodology. It addresses these hazards in the context of vulnerability assessments and the planning strategies government and industry can use to prepare for and respond to such events. The book is organized into four thematic sections: Part I provides a conceptual understanding of biowarfare, bioterrorism and the laws we have to counteract this; Part II investigates known bioagents and the threat from emerging diseases; Part III focuses on agricultural terrorism and food security; and Part IV outlines international, US, and local initiatives for biodefense and biosecurity. Case studies illustrate biodefense against both intentional terrorism and natural outbreaks. Covers emerging threats of pandemic influenza, antibiotic resistant strains of bacterial pathogens, and severe respiratory diseases caused by novel viruses Offers increased international coverage, including initiatives to counter biological weapons and threats, and food security Updated throughout with latest protocols for dealing with biological threats and new case studies Includes online instructor ancillaries - PowerPoint lecture slides, test questions, and an instructor manual, for increased classroom functionality

Biopreparedness and Public Health by Iris Hunger,Vladan Radosavljevic,Goran Belojevic,Lisa D. Rotz Pdf

The terrorist use of diseases as bioweapons has been one of the major security concerns in recent years, particularly after the anthrax letter attacks in the USA in 2001. This uncertain threat of intentional outbreaks of diseases exists side by side with the constantly changing very real threat from diseases, epidemics and pandemics as recently illustrated by the H1N1 influenza pandemic, SARS, and H5N1 bird influenza events. This publication contains case studies on the public health planning for (un)usual disease outbreaks for 11 large and small countries with a focus on South Eastern Europe. In many countries, military entities traditionally play an important role in emergency response to disease outbreaks. In smaller countries, very little exists, however, in terms of specific biopreparedness efforts (in both the military and civilian area), which is at least partly due to a relatively low bioterrorism threat perception, and serious resource constraints. The uncertainty associated with the bioterrorism threat makes public health preparedness planning for such events politically and financially very difficult. The similarity of responding to bioterrorism events and natural disease outbreaks from a public health point of view suggests the merit of looking at biopreparedness as a part of overall health emergency planning, not as a separate effort.

Bioterrorism and Public Health by Vitali B. Mellehovitch Pdf

Bioterrorism poses a unique challenge to the medical care and public health systems. Unlike an explosion or chemical attack, which results in immediate and visible casualties, the public health impact of a biological attack can unfold gradually over time. Until a sufficient number of people arrive at the emergency rooms and doctors' offices complaining of similar illnesses, there may be no sign that an attack has taken place. The speed and accuracy with which the doctors and laboratories reach the correct diagnoses and report their findings to public health authorities has a direct impact on the number of people who become ill, and the number that die. The nation's ability to respond to a bioterrorist attack, therefore, depends crucially on the state of preparedness of its medical care systems and public health infrastructure. Public health experts have for years complained about the deterioration of the public health system through neglect and lack of funding. They warn that the nation is ill equipped and insufficiently prepared to respond to a bioterrorist attack. For example, they point out that there are too few medical personnel trained to spot biological attacks, a shortage of sophisticated laboratories to identify the agents, and inadequate supplies of drugs and vaccines to counteract the threat. They also contend that inadequate plans exist for setting up quarantines and emergency facilities to handle the sick and infectious victims. Improving public health preparedness and response capacity offers protection not only from bioterrorist attacks, but also from naturally occurring public health emergencies. Public health officials are increasingly concerned about our exposure and susceptibility to infectious disease and food-borne illness because of global travel, ubiquitous food imports, and the evolution of antibiotic-resistant pathogens. This book reviews critical issues in the US public system and its vulnerability or lack thereof to bioterrorism.

Bioterrorism by J. V. Borrelli Pdf

A bioterrorism attack is the deliberate release of viruses, bacteria, or other germs (agents) used to cause illness or death in people, animals, or plants. These agents are typically found in nature, but it is possible that they could be changed to increase their ability to cause disease, make them resistant to current medicines, or to increase their ability to be spread into the environment. Biological agents can be spread through the air, through water, or in food. Terrorists may use biological agents because they can be extremely difficult to detect and do not cause illness for several hours to several days. Some bioterrorism agents, like the smallpox virus, can be spread from person to person and some, like anthrax, can not. This new book presents new analyses on the prevention of, preparedness for and protection from.

Disease Control Priorities, Third Edition (Volume 9) by Dean T. Jamison,Hellen Gelband,Susan Horton,Prabhat Jha,Charles N. Mock,Rachel Nugent Pdf

As the culminating volume in the DCP3 series, volume 9 will provide an overview of DCP3 findings and methods, a summary of messages and substantive lessons to be taken from DCP3, and a further discussion of cross-cutting and synthesizing topics across the first eight volumes. The introductory chapters (1-3) in this volume take as their starting point the elements of the Essential Packages presented in the overview chapters of each volume. First, the chapter on intersectoral policy priorities for health includes fiscal and intersectoral policies and assembles a subset of the population policies and applies strict criteria for a low-income setting in order to propose a "highest-priority" essential package. Second, the chapter on packages of care and delivery platforms for universal health coverage (UHC) includes health sector interventions, primarily clinical and public health services, and uses the same approach to propose a highest priority package of interventions and policies that meet similar criteria, provides cost estimates, and describes a pathway to UHC.
