Understanding Governance in South Asia by Adluri Subramanyam Raju Pdf

The concept of good governance in South Asia poses a challenge at the implementation level, mainly due to ethnocentricity, regional disparities, division between poor and rich, and rural and urban division among the people. Concepts such as decentralization, citizen engagement, lean public service, privatization, autonomy, public-private partnership may work well in developed countries but may not produce the same results in the region where the majority of poor people expect their government to fulfill their basic needs. Governance in South Asia needs to be reformed to ensure that poverty can be reduced, if not completely eradicated. Poor governance and the various means by which governance has fallen short, has led to lack of development and continuance of poverty in South Asian societies. South Asian countries have more or less similar objectives, structures, value systems, cultures, and standards of governance despite different forms of government. The colonial legacy of British administrative system had its impact on centralization. Secrecy, elitism, rigidity, and social isolation is common to all South Asian countries. The post-colonial administrative system is built upon pre-colonial administrative traditions throughout the region. These countries can learn from each other’s experiences. They need to develop an indigenous model to find pragmatic solutions to the challenges of good governance. This book argues that countries in South Asian can achieve good results through good governance if they develop and adopt an indigenous model rather than simply borrowing models and ideas from the West. Please note: This title is co-published with Manohar Publishers, New Delhi. Taylor & Francis does not sell or distribute the Hardback in India, Pakistan, Nepal, Bhutan, Bangladesh and Sri Lanka.

Development, Governance and Environment in South Asia by Mohammad Alauddin,Samiul Hasan Pdf

The worst chemical disaster ever could be happening right now. In India and Bangladesh between forty and eighty million people are at risk of consuming too much arsenic from well water that might have already caused one hundred thousand cancer cases and thousands of deaths. Many millions elsewhere in South-East Asia and South America may soon suffer a similar fate. Venomous Earth is the story of this tragedy: the geology, the biology, the politics and the history. It starts in Ancient Greece, touches down in today's North America and takes in William Morris, alchemy, farming, medicine, mining and a cosmetic that killed two popes.

In Search of Better Governance in South Asia and Beyond by Ishtiaq Jamil,Steinar Askvik,Tek Nath Dhakal Pdf

The pursuit for better governance has assumed center stage in developmental discourse as well as reform initiatives of all organizations working for the public welfare, and includes such issues as service delivery and responding to citizens’ needs and demands. In the era of globalization, multilevel and new modes of governance are changing the traditional governance models of nation states, accelerated by technological innovation, rising citizen expectation, policy intervention from international and multilateral donor communities, and the hegemony of western ideology imposed on many developing nations. However, a universally accepted and agreed upon definition of 'governance’ still remains elusive. There is no consensus or agreement as to what would be the nature and form of governance and public administration. The question that is raised: Is there a universal governance mechanism that fits in all contexts or governance mechanisms should be based on home grown ideas? One can see various programs and policies of reforms and reorganizations in public administration in the developing countries, but these efforts have not been effective to address the challenging issues of economic development, employment generation, poverty reduction, ensuring equality of access to public services, maintaining fairness and equity, security and safety of citizens, social cohesion, democratic institution building, ensuring broader participation in the decision making process, and improving the quality of life. Therefore, there is a widespread concern for better governance or sound governance to bridge the gap between theory and practice, making this book of interest to academics as well as policy-makers in global public administration.

Enduring and Emerging Issues in South Asian Security by Sumit Ganguly,Dinshaw Mistry Pdf

Analyzing regional challenges and their implications for U.S. foreign policy This book is an impressive overview of security and governance issues in South Asia and their implications for U.S. foreign policy in the region. The focus is on major enduring issues that include India-Pakistan relations, India-China relations, conventional forces, and nuclear weapons. The book's contributors also tackle a number of often underexplored issues, including democratic backsliding in India, authoritarian hardening in China, and the international ramifications of both. The impact of Pakistan's political culture on democracy, and the insurgency in Pakistan's Baluchistan province, along with examinations of the internal security challenges in Nepal, Bangladesh, and the Maldives provide lessons for other states on how to counterviolent extremism and insurgencies related to identity and marginalization. Anyone interested in South Asian security and U.S. policy toward the region will be rewarded with new insights on these topics, written by academics and analysts specializing in the issues. The chapter authors were close colleagues or advisees of long-time Brookings Institution senior fellow Stephen Philip Cohen. Cohen was the first American scholar to work on South Asian security studies. He largely defined the field, trained and mentored many of its leading analysts, and was himself its most experienced and insightful scholar-practitioner until his death in 2019. This book is dedicated to Cohen in recognition of his contributions to scholarship and policymaking on South Asia.

Policy Response, Local Service Delivery, and Governance in Bangladesh, Nepal, and Sri Lanka by Ishtiaq Jamil,Tek Nath Dhakal,Sk Tawfique M Haque,Laxmi Kanta Paudel,Hasan Muhammad Baniamin Pdf

This book analyzes contemporary issues in governance, policy management, and policy performance both at the central and local levels in Bangladesh, Nepal, and Sri Lanka. The focus is on some central social issues such as empowerment, the inclusion of minorities, institutional trust, policy implementation, and local service delivery. Although these three countries have recently opted for democratic governance, the journey to establish and consolidate democracy as well as enhance governance capacity have been painful and filled with challenges. The chapters in this volume are country specific studies based on empirical data both quantitative and qualitative collected for several years and presented in readable prose. This does not, however, rule out the general applicability of the findings to other contexts within and beyond the borders of these countries. Despite huge differences in South Asia, the policy and governance issues and challenges that are explored, highlighted, and analyzed also have commonalities with other South Asian countries.
