Understanding Governance in South Asia by Adluri Subramanyam Raju Pdf

The concept of good governance in South Asia poses a challenge at the implementation level, mainly due to ethnocentricity, regional disparities, division between poor and rich, and rural and urban division among the people. Concepts such as decentralization, citizen engagement, lean public service, privatization, autonomy, public-private partnership may work well in developed countries but may not produce the same results in the region where the majority of poor people expect their government to fulfill their basic needs. Governance in South Asia needs to be reformed to ensure that poverty can be reduced, if not completely eradicated. Poor governance and the various means by which governance has fallen short, has led to lack of development and continuance of poverty in South Asian societies. South Asian countries have more or less similar objectives, structures, value systems, cultures, and standards of governance despite different forms of government. The colonial legacy of British administrative system had its impact on centralization. Secrecy, elitism, rigidity, and social isolation is common to all South Asian countries. The post-colonial administrative system is built upon pre-colonial administrative traditions throughout the region. These countries can learn from each other’s experiences. They need to develop an indigenous model to find pragmatic solutions to the challenges of good governance. This book argues that countries in South Asian can achieve good results through good governance if they develop and adopt an indigenous model rather than simply borrowing models and ideas from the West. Poverty and Governance in South Asia by Syeda Naushin Parnini Pdf

Across South Asia in the last two decades, there has been widespread emphasis on governance reforms aiming to reduce poverty through Millennium Development Goals (MDGs). The recent development agenda has had great impact over the region , and this book finds that it largely widens the gap between the rich and poor, which combined with rising inflation, contributes to political instability. The book analyses the discourses of development agenda and governance crisis and provides a survey of the region by not only focusing on India, Pakistan and Bangladesh but also on the smaller countries in the region, such as Bhutan. Explaining three components of the development agenda as criteria for economic development – poverty reduction, governance reforms and civil society participation through liberal democracy – this book explores the consequences of the neo-liberal democracy and recent development agenda coupled with governance reforms. This work argues that the political economy of South Asia is largely derived from experiences of historical colonialism and recent changes driven by contemporary rise of India as a global power after the triumph of new-liberal democracy and market capitalism in the post-cold war era. It proposes a strengthening of the instruments of endogenous governance and people's participation in South Asian countries to reduce poverty through MDGs and other development goals in combination with top-down and bottom up approaches. Offering an understanding of governance and development in the context of the South Asia, this book will be of interest to academics in the fields of Political Economics, International Development Studies, Political Science, and Governance Studies, as well as policy makers.

Development, Governance and Environment in South Asia by Mohammad Alauddin,Samiul Hasan Pdf

The worst chemical disaster ever could be happening right now. In India and Bangladesh between forty and eighty million people are at risk of consuming too much arsenic from well water that might have already caused one hundred thousand cancer cases and thousands of deaths. Many millions elsewhere in South-East Asia and South America may soon suffer a similar fate. Venomous Earth is the story of this tragedy: the geology, the biology, the politics and the history. It starts in Ancient Greece, touches down in today's North America and takes in William Morris, alchemy, farming, medicine, mining and a cosmetic that killed two popes.

Pro-Poor Growth and Governance in South Asia by Ponna Wignaraja,Susil Sirivardana Pdf

This is a study of issues in good governance in South Asia, viz. in the countries of India, Pakistan, Sri Lanka and Nepal. The focus is on the interconnections between governance, decentralization (of authority and decision making) and poverty eradication. The book submits a stratagem to turn South Asia's greatest handicap, poverty, into a source of strength, in which the poor contribute directly to growth. The key to this pro-poor growth strategy, according to the authors, is community mobilization through social movements and non-governmental development initiatives. The book is divided into three parts, the conceptual framework, illustrative case studies and lessons for macro/microeconomic policy. Part I critically evaluates conventional developmental thinking and suggests the outline of an alternative pro-poor developmental strategy. Part II, the backbone of the volume, is a collection of six case studies from selected locations in south Asia, covering both rural and urban experiences. Part III draws lessons from these studies for a value-driven policy with both short-term and long-term implications. The book is a first of its kind, examining in-depth issues of vital importance to the development of the South Asian region. The importance of this volume lies in the synthesized lessons for policy and implementation drawn from cases where new ground has been broken in the conceptualization of social mobilization and pro-poor growth.

In Search of Better Governance in South Asia and Beyond by Ishtiaq Jamil,Steinar Askvik,Tek Nath Dhakal Pdf

The pursuit for better governance has assumed center stage in developmental discourse as well as reform initiatives of all organizations working for the public welfare, and includes such issues as service delivery and responding to citizens’ needs and demands. In the era of globalization, multilevel and new modes of governance are changing the traditional governance models of nation states, accelerated by technological innovation, rising citizen expectation, policy intervention from international and multilateral donor communities, and the hegemony of western ideology imposed on many developing nations. However, a universally accepted and agreed upon definition of 'governance’ still remains elusive. There is no consensus or agreement as to what would be the nature and form of governance and public administration. The question that is raised: Is there a universal governance mechanism that fits in all contexts or governance mechanisms should be based on home grown ideas? One can see various programs and policies of reforms and reorganizations in public administration in the developing countries, but these efforts have not been effective to address the challenging issues of economic development, employment generation, poverty reduction, ensuring equality of access to public services, maintaining fairness and equity, security and safety of citizens, social cohesion, democratic institution building, ensuring broader participation in the decision making process, and improving the quality of life. Therefore, there is a widespread concern for better governance or sound governance to bridge the gap between theory and practice, making this book of interest to academics as well as policy-makers in global public administration.

Perspectives and Practices of Public Administration in South Asia by Akhlaque Haque,Yaamina Salman Pdf

This edited volume bridges the gap between theoretical underpinnings of South Asian public administration and practices on the ground to understand the future path of public administration in the region. The ten chapters highlight the post-covid contemporary trajectories of public administration and the civil society in Bangladesh, India, Pakistan, and Sri Lanka. In addition, each case study is tied to a relevant UN Sustainable Development Goal (SDG), using the SDG framework to provide useful insights for transfer of knowledge and learning within the South Asian region and highlight the “South- South” and “South-North” exchange. Illustrating the unique challenges and opportunities faced by South Asian countries post-pandemic, this volume will be of interest to scholars and students of public administration, governance, South Asian politics, and the SDGs.
