House of Commons Procedure and Practice by Canada. Parliament. House of Commons,Robert Marleau,Camille Montpetit Pdf
This reference book is primarily a procedural work which examines the many forms, customs, and practices which have been developed and established for the House of Commons since Confederation in 1867. It provides a distinctive Canadian perspective in describing procedure in the House up to the end of the first session of the 36th Parliament in Sept. 1999. The material is presented with full commentary on the historical circumstances which have shaped the current approach to parliamentary business. Key Speaker's rulings and statements are also documented and the considerable body of practice, interpretation, and precedents unique to the Canadian House of Commons is amply illustrated. Chapters of the book cover the following: parliamentary institutions; parliaments and ministries; privileges and immunities; the House and its Members; parliamentary procedure; the physical & administrative setting; the Speaker & other presiding officers; the parliamentary cycle; sittings of the House; the daily program; oral & written questions; the process of debate; rules of order & decorum; the curtailment of debate; special debates; the legislative process; delegated legislation; financial procedures; committees of the whole House; committees; private Members' business; public petitions; private bills practice; and the parliamentary record. Constitutional Pariah by Emmett Macfarlane Pdf
The Canadian Senate has long been considered an institutional pariah, viewed as an undemocratic, outmoded warehouse for patronage appointments and mired in spending and workload scandals. In 2014, the federal government was compelled to refer constitutional questions to the Supreme Court relating to its attempts to enact senatorial elections and term limits. Constitutional Pariah explores the aftermath of Reference re Senate Reform, which barred major unilateral alteration of the Senate by Parliament. Ironically, the decision resulted in one of the most sweeping parliamentary reforms in Canadian history, creating a pathway to informal changes in the appointments process that have curbed patronage and partisanship. Despite reinvigorating the Senate, Reference re Senate Reform has far-reaching implications for constitutional reform in other contexts. Macfarlane’s sharp critique suggests that the Court’s nebulous approach to the amending formula raises the spectre of a frozen constitution, unable to evolve with the country.

Cannabis by Canada. Parliament. Senate. Special Committee on Illegal Drugs,Colin Kenny,Pierre Claude Nolin Pdf
Should the use of cannabis be decriminalized or legalized? If so, how should it be legislated, and for whom? Although Western nations have sought to address these questions for decades, there has never been a thorough and comprehensive study of the subject. A special committee of the Canadian senate sought to rectify this, and when their report was made public, it astonished observers with its audacious recommendations. Important scientific resources were used for the committee's purposes: the investigations of 23 international researchers based on 200 interviews; the work of Canadian specialists working in an array of disciplines; and a large number of discussion groups. The essential recommendations of the report are found in this book. The Senate committee proposes new perspectives on illicit drugs, calling for a rational new political view that does not marginalize users. With innovative scientific investigation and bold recommendations, this report, prefaced by Senator Nolin, is an indispensable tool in the national and international debate surrounding cannabis.

New Visualities, New Technologies by J. Macgregor Wise Pdf
Back in the 1980s Jean Baudrillard wrote that public space was collapsing due to a double obscenity: 'The most intimate operation of your life becomes the potential grazing ground of the media....The entire universe also unfolds unnecessarily on your home screen.' He termed this the ecstasy of communication. But today, your everyday life is not just the potential grazing ground of the media, but of anyone with a camera, and the entire universe unfolds not just at home but in the palm of your hand virtually anywhere you travel. Bringing together a transdisciplinary team of leading scholars and artists from North America, Europe and Asia, this volume documents and theorizes this new visibility. It focuses on the proliferation of a range of new visual technologies, examining questions of subjectivity, agency, and surveillance as well as mapping and theorizing new practices of visuality within this new visual assemblage. New Visualities, New Technologies addresses the pressing need for the conceptual understanding of new forms of seeing, looking, presenting, and hiding.

Parliamentary Privilege in Canada by Joseph P. Maingot Pdf
Joseph Maingot describes the parameters of the principal immunity enjoyed by Members of Parliament, that of freedom of speech, which is restricted to the context of a parliamentary proceeding and not beyond. He points out protections afforded members other than parliamentary privilege and the view of both the courts and the legislatures concerning parliamentary debates and proceedings as evidence in court. He also sets out in detail what the House of Commons considers to be and not to be a matter of privilege, as well as the corporate powers of the Houses of Parliament.
