Development Aid Confronts Politics by Thomas Carothers,Diane de Gramont Pdf

A new lens on development is changing the world of international aid. The overdue recognition that development in all sectors is an inherently political process is driving aid providers to try to learn how to think and act politically. Major donors are pursuing explicitly political goals alongside their traditional socioeconomic aims and introducing more politically informed methods throughout their work. Yet these changes face an array of external and internal obstacles, from heightened sensitivity on the part of many aid-receiving governments about foreign political interventionism to inflexible aid delivery mechanisms and entrenched technocratic preferences within many aid organizations. This pathbreaking book assesses the progress and pitfalls of the attempted politics revolution in development aid and charts a constructive way forward. Contents: Introduction 1. The New Politics Agenda The Original Framework: 1960s-1980s 2. Apolitical Roots Breaking the Political Taboo: 1990s-2000s 3. The Door Opens to Politics 4. Advancing Political Goals 5. Exporting Good Governance by Ngaire Woods,Jennifer Welsh Pdf

Can good governance be exported? International development assistance is more frequently being applied to strengthening governance in developing countries, and in Exporting Good Governance: Temptations and Challenges in Canada’s Aid Program, the editors bring together diverse perspectives to investigate whether aid for good governance works. The first section of the book outlines the changing face of international development assistance and ideas of good governance. The second section analyzes six nations: three are countries to which Canada has devoted a significant portion of its aid efforts over the past five to ten years: Ghana, Vietnam, and Bangladesh. Two are newer and more complex “fragile states,” where Canada has engaged: Haiti and Afghanistan. These five are then compared with Mauritius, which has enjoyed relatively good governance. The final section looks at challenges and new directions for Canadas development policy. Co-published with the Centre for International Governance Innovation

Development Aid in Stable Democracies and Fragile States by A. H. Monjurul Kabir Pdf

This book is based on experience and reflections related to international support provided to parliaments and legislative bodies both in selected countries (Afghanistan, Bangladesh, Ghana, Serbia, and Kyrgyzstan) and globally. The author intends to provide a critique of parliamentary support, as part of development assistance or foreign aid, for having been conceived in narrow terms of technical assistance and for failing to appreciate that aid effectiveness calls for a sound understanding of a country’s politics, culture, and history. The monograph examines the effectiveness of aid in both stable democracies, and fragile and transition countries. The project is ideal for audiences interested in regional politics, the Middle East, Africa, South Asia, Central Asia, and development/democracy studies.

Aid and Authoritarianism in Africa by Tobias Hagmann,Professor Filip Reyntjens Pdf

In 2013 almost half of Africa's top aid recipients were ruled by authoritarian regimes. While the West may claim to promote democracy and human rights, in practice major bilateral and international donors, such as USAID, DFID, the World Bank and the European Commission, have seen their aid policies become ever more entangled with the survival of their authoritarian protégés. Local citizens thus find themselves at the receiving end of a compromise between aid agencies and government elites, in which development policies are shaped in the interests of maintaining the status quo. Aid and Authoritarianism in Africa sheds light on the political intricacies and moral dilemmas raised by the relationship between foreign aid and autocratic rule in Africa. Through contributions by leading experts exploring the revival of authoritarian development politics in Ethiopia, Uganda, Rwanda, Cameroon, Mozambique and Angola, the book exposes shifting donor interests and rhetoric as well as the impact of foreign aid on military assistance, rural development, electoral processes and domestic politics. In the process, it raises an urgent and too often neglected question: to what extent are foreign aid programmes actually perpetuating authoritarian rule?

Aid Power and Politics by Iliana Olivié,Aitor Pérez Pdf

Aid Power and Politics delves into the political roots of aid policy, demonstrating how and why governments across the world use aid for global influence, and exploring the role it plays in present-day global governance and international relations. In reconsidering aid as part of international relations, the book argues that the interplay between domestic and international development policy works in both directions, with individual countries having the capacity to shape global issues, whilst at the same time, global agreements and trends, in turn, shape the political behaviour of individual countries. Starting with the background of aid policy and international relations, the book goes on to explore the behaviour of both traditional and emerging donors (the US, the UK, the Nordic countries, Japan, Spain, Hungary, Brazil, and the European Union), and then finally looks at some big international agendas which have influenced donors, from the liberal consensus on democracy and good governance, to gender equality and global health. Aid Power and Politics will be an important read for international development students, researchers, practitioners and policy makers, and for anyone who has ever wondered why it is that countries spend so much money on the well-being of non-citizens outside their borders.

Democracy and Development by Bernard Berendsen Pdf

This book addresses questions like: what comes first, democracy or development; is there a choice between democracy and stability; can democracy be promoted from outside; should we focus on the introduction of democratic institutions or on the promotion of democratic culture and are different cultures equally compatible with democratic systems of government? Finally, should the promotion of democracy be seen as part of regular development co-operation and what are the respective roles of national governments, international organisations and civil society? The book suggests there is a positive relationship between the two: more democracy implies more openness and checks and balances, more accountability and less corruption and all this would be conducive to sustainable development. Based on a series of lectures organised by the Society of International Development (SID), the Netherlands.

Democracy, Good Governance and Development in Africa by Mawere, Munyaradzi,Mwanaka, Tendai R. Pdf

Questions surrounding democracy, governance, and development especially in the view of Africa have provoked acrimonious debates in the past few years. It remains a perennial question why some decades after political independence in Africa the continent continues experiencing bad governance, lagging behind socioeconomically, and its democracy questionable. We admit that a plethora of theories and reasons, including iniquitous and malicious ones, have been conjured in an attempt to explain and answer the questions as to why Africa seems to be lagging behind other continents in issues pertaining to good governance, democracy and socio-economic development. Yet, none of the theories and reasons proffered so far seems to have provided enduring solutions to Africa’s diverse complex problems and predicaments. This book dissects and critically examines the matrix of Africa’s multifaceted problems on governance, democracy and development in an attempt to proffer enduring solutions to the continent’s long-standing political and socio-economic dilemmas and setbacks.

Aid and Conditionality: Enhancing Good Governance in Sub-Saharan Africa by Fidelis Etah Ewane Pdf

Master's Thesis from the year 2004 in the subject Politics - International Politics - Region: Africa, grade: Merit, University of Kent, 55 entries in the bibliography, language: English, abstract: The persistent low state of development in sub-Saharan Africa has become a global challenge. Academics and think-tanks continue to search for solutions to Africa's longstanding problems. Studies have proven that the entire region is essentially confronted with a crisis of social structures and government and the fragmentation of authority is the hallmark of this crisis (Van Hoyweghen & Smis, 2002:575). Over twenty-four million people are infected with AIDS/HIV, growth of per capita income is low and civil wars have killed millions in Rwanda, Burundi, Liberia, Sierra Leone and the Democratic Republic of Congo. African governments owe billions of dollars in debt (Polanyi, 2003:563). This irreversible trend brought the good governance discourse in development cooperation between the donors and African counterparts. The purpose of this paper is to examine how the concept of good governance is being implemented in Africa. For clarity purposes, the work is limited to the analysis of the efforts being made by the European Union (EU) and the World Bank in assisting African countries to implement good governance. This choice is based on the fact that the EU and World Bank are the main multilateral aid donors and development partners of the region. It argues that good governance enhances transparency in the use of development aid, helps to reduce poverty and spurs development, and that it is necessary to foster institutional reforms (causative argument). The paper further argues that implementing good governance will improve the use of political power by leaders and help in the consolidation of peace (normative argument). Achieving global governance is a main issue in international politics today. Enforcing good governance is a must if Africa has to be fully integrated into

Democratic Governance by Séverine Bellina,Hervé Magro,Violaine de Villemeur,France. Ministère des affaires étrangères et européennes Pdf

'Governance' has become a key word in the lexicon of international relations over the last twenty years. It is used, loosely, and invariably in a liberal idiom, by scholars, activists, civil society organizations, politicians and the voluntary sector. In many respects it has attained the status of a fetish, yet 'governance' remains a notion that has multiple definitions, a concept in-the-making. Notwithstanding the imprecision with which the term is employed, it has become an inescapable paradigm for the politics of development. The contributors to this book, drawn from among some of the world's best area studies specialists, from North and South, offer a diverse global critique of 'governance' as deployed in several key areas: institutions and state actors; the rule of law, democracy and human rights; decentralization and state power; development and, last but not least, international cooperation and the role of the World Bank, the IMF and NGOs. The geographical spread of the volume ranges from Africa to Latin America, from Asia to the Middle East. Their objectives include: a reassessment of 'governance' in its many manifestations; an attempt to free the term from its often unhelpful linkage to the state, and thereby apply it to other organizations and actors; a re-evaluation of the Western-dominated use of the term politically and an attempt to broaden its application beyond issues such as transparency and the fight against corruption; and a search for innovative applications of the term, driven by a consensus that transcends current economic and political inequalities.

Foreign Aid and Political Reform by G. Crawford Pdf

The linkage of development aid to the promotion of human rights, democracy and good governance was a striking departure in the post-cold war foreign policies of Northern 'donor' governments. Uniquely, this book provides a systematic and comparative investigation of policies and practices in the 1990s to promote political reform in Southern 'recipient' countries by four donors, the governments of Sweden, the United Kingdom and the United States, plus the European Union. The use of both carrot and stick, that is democracy assistance and aid sanctions, is examined and sharp criticism of current practice offered.
