Diverting water from the Great Lakes has been an issue of interest between the United States & Canada. In the light of recent proposals to export water from the Great Lakes & other areas, the governments decided to refer the issue of water use along the border to the Commission. The governments requested the Commission to examine & provide recommendations on various matters that may affect levels & flows of waters within the boundary or transboundary basins & shared aquifers. This final report is based on information the Commission had before it when it prepared an interim report & on additional information subsequently obtained from such sources as public hearings, consultations with government officials & experts. After an introduction, section 2 describes the Great Lakes system, focussing on hydrologic aspects and noting current diversions of water. Section 3 provides updated information on consumptive use & removals and addresses concerns expressed at the public hearings with respect to the possibility of future major diversions and the subject of privatization. Section 4 reports on the findings of an expert workshop on cumulative impacts and information about cumulative effects on the Great Lakes ecosystem of factors affecting water levels and flows. Section 5 provides more recent information on climate change assessments. Section 6 expands the discussion of groundwater basins & their divides. Section 7 discusses the need for conservation in the Basin. Section 8 more fully addresses international trade law & US constitutional law issues and provides new information on domestic legal developments in Canada & the US. Section 9 proposes a plan for the continuation of this study into the remainder of the boundary region. The final sections draw conclusions on the Great Lakes ecosystem, water removals, legislation & policy, and related matters, and make recommendations that build on the Boundary Waters Treaty and the Great Lakes Charter.
