Public Private Partnerships Renegotiations in Transportation by Carlos Oliveira Cruz,Joaquim Miranda Sarmento Pdf

There is a growing interest in Public-Private Partnerships (PPPs), particularly in infrastructure and public services. Under the scope of PPPs, renegotiations are becoming more relevant, as empirical evidence suggests that most PPP projects are inevitably renegotiated, i.e., the original contract needs to be adapted to new and unforeseen circumstances. Renegotiations have a substantial impact on the contract and performance of a PPP and usually represent significant costs for users and taxpayers. However, very little is known about the management and, mainly, the process of renegotiating that will, very likely, occur. This book provides a set of case-studies of PPP renegotiations in the transport sector. The authors illustrate the Portuguese experience, a country that has been using PPP extensively, particularly in transport. The case studies provide an extensive and detailed analysis on each aspect of the project and the renegotiation. What drives renegotiations? Why are some projects more renegotiated than others? What are the results? How can the performance of renegotiation processes be improved? These and other questions provide the basis for the discussions in this book. The novelty and value of the book come mainly from the extent of information available. Each case-study deals with these questions in much more detail than what is common in the case-studies approach.

Politics of Public Money by David A. Good Pdf

Public money is one of the primary currencies of influence for politicians and public servants. It affects the standards by which they undertake the nation's business and it impacts on the standard of living of the nation's citizens. The Politics of Public Money examines the extent to which the Canadian federal budgetary process is shifting from one based on a bilateral relationship between departmental spenders and central guardians to one based on a more complex, multilateral relationship involving a variety of players. In this innovative study, David A. Good examines this shift in terms of a broader societal change from an 'old village,' conditioned by old norms of behaviour, to a 'new town,' which brings with it new ideas about how public money should be managed and spent. Organized into four parts, the book opens with 'The Changing Politics of Public Money,' which sets out a revised and expanded framework for analysing the politics and management of public money. Part 2, 'The Public Money Players,' looks at the motivations, interdependence, and independence of the four budget players. The third part, 'The Public Money Processes," deals with the central functions of budgeting - determining fiscal aggregates, making budget allocations, and ensuring effective financial management. Finally, 'New Prospects for Public Money,' looks ahead to the future and considers ways to strengthen the interaction among the players, and in so doing, improve the politics and management of public money. An insightful and incisive study of the changing budgetary process, The Politics of Public Money examines the promises and pitfalls of budgetary reform and sheds new light on the role insiders play in influencing government spending.

Private Sector Investment in Infrastructure by Jeffrey Delmon Pdf

Investment in infrastructure is critical to economic growth, quality of life, poverty reduction, access to education, good quality healthcare, and achieving many of the goals of a robust and dynamic economy. However, infrastructure is difficult for the public sector to get right. This remarkably insightful and enormously useful book, now in its third edition, shows how the private sector (through public–private partnerships – PPP) can provide more efficient procurement through cheaper, faster, and better quality; refocus infrastructure services on consumer satisfaction and life cycle maintenance; place the financial burden of providing infrastructure on consumers rather than taxpayers; and provide new sources of investment, in particular through limited recourse debt (i.e., project financing). Taking the particular challenges associated with PPP fully into account. this book provides a practical guide to PPP in all the following ways and more: - how governments can enable and encourage PPP; - how PPP financing works; - what PPP contractual structures look like; and - most importantly, how PPP risk allocation works in practice. Specific discussion of each infrastructure sector is provided. Lawyers and business people, civil engineers, economic development officials and specialists, banking and insurance professionals, and academics will all find the ground well covered in this book, as well as new ground broken.

The New Public Governance by Stephen P. Osborne Pdf

Despite predictions that 'new public management' would establish itself as the new paradigm of Public Administration and Management, recent academic research has highlighted concerns about the intra-organizational focus and limitations of this approach. This book represents a comprehensive analysis of the state of the art of public management, examining and framing the debate in this important area. The New Public Governance? sets out to explore this emergent field of research and to present a framework with which to understand it. Divided into five parts, the book examines: Theoretical underpinnings of the concept of governance, especially competing perspectives from Europe and the US Governance of inter-organizational partnerships and contractual relationships Governance of policy networks Lessons learned and future directions Under the steely editorship of Stephen Osborne and with contributions from leading academics including Owen Hughes, John M. Bryson, Don Kettl, Guy Peters and Carsten Greve, this book will be of particular interest to researchers and students of public administration, public management, public policy and public services management.
